General Description
The purpose of this class is to provide clerical and administrative tasks to ensure the smooth operation of the County Clerk and the Chief Deputy for Elections. Support of the functions of the department, implementing established procedures, making definitive decisions, supporting the training functions of the office, and operations of the elections division.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Assists the Chief Deputy Clerk in the selection of polling locations for Early Voting and Election Day
- Assists the Chief Deputy Clerk with contracting various polling locations
- Assists with the supervision of, and works with, part-time employees in preparation of election kits
- Assists with the hiring of Early Voting and Election Day Judges, Alternate Judges, and Clerks in accordance with the Texas Election Code
- Works with the Bilingual Coordinator in the hiring of bilingual election workers
- Oversees the completion of all paperwork associated with the hiring of election workers
- Calculates and prepares payroll for all Early Voting and Election Day personnel, completing this assignment within 5 business days after an election
- Oversees the required paperwork for the payment of facilities and the submission of the same within 5 business days following an election
- Oversees the scheduling of Early Voting and Election Day training
- Makes arrangements for training facilities and assigns election workers to appropriate training sessions
- Coordinates and places supply orders
- Studies and understands the Texas Election Code and the Secretary of State's election regulations
- Provides clear and concise telephone guidance to Presiding Judges, election workers, and the Voter Registrar
- Assists the Ballot by Mail Manager and the Election Technology Specialist as needed
- Assists in the dissemination of voting equipment and supplies and the retrieval of the same following elections
- Learns the Election Division inventory system and assists with the equipment inventory process as needed
- General office duties such as answering phones, maintaining office files, and serving as a receptionist
- Assists with setting up Signature Verification Boards, Early Voting Ballot & Resolutions Board, along with notifications and postings
- Performs related work as assigned.
Minimum Education and Experience Requirements:
- 1-2 years of related job experience or equivalent to an associate's degree.
- Strong typing skills with a minimum of 40 WPM.
- Must have a working level of competency in Word, Excel, and MS Outlook
- Must have strong communication skills, including but not limited to the ability to write and speak in clear and concise language, and have a good command of the English language.
- Strong organizational skills
- Must be able to represent the Elections Division and the County Clerk in a professional manner under high-stress situations
- Ability to learn, interpret, and clearly explain complex regulatory information
- Strong interpersonal skills with the ability to effectively interact with the public and fellow employees
- Knowledge of federal and state election law and procedures, Help America Vote Act requirements, and voting technology
- Should have experience serving as a Judge, Alternate Judge, or Clerk in multiple elections conducted by Galveston County and demonstrate a thorough knowledge of election procedures and processes.
- Former county employees with direct experience in the election process and extensive knowledge of election procedures and operations are highly desirable
