SW Administrative Coordinator

POSITION DESCRIPTION:

The incumbent under the direction of the Department Superintendent is the first line of service and contact for customers and employees who require assistance. The incumbent serves as the office coordinator by providing problem solving, purchasing requests, and assistance for department staff. This position is also responsible for coordinating various records. The incumbent is responsible for analyzing areas for cost savings, streamlining, and efficiency within the administrative division. Makes recommendations to Department Superintendent to increase program effectiveness.

ESSENTIAL DUTIES/RESPONSIBILITIES: include the following. Other duties may be assigned. Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times.

  • Primary responsibility is fiscal management of the Solid Waste Department. This is done by working closely with Administrative Superintendent and division managers to prepare, obtain, and process approved PO's, LPO's, RFP's and P-cards; initiate and process payment of bills/invoices.
  • Plans and coordinates activities, and services required in the analyzing, evaluating and development of work systems and operations as requested by the Department Superintendent.
  • Process requisitions, invoices, budget transfers, change orders, contracts and requests as required. Maintain surety bonds for Solid Waste disposal permits.
  • Complete daily quarterly, and monthly Reports.
  • Maintain complex ADEQ filing system.
  • Gather, assemble, format data, and prepare preliminary analysis for budget preparation; prepare and assist as needed in presentation of preliminary and final budget documents; monitor data and systems for budget tracking and reportingCoordinates and disseminates phone messages and paperwork to Supervisors.
  • Respond to all requests for financial assistance from customers, employees, vendors, departments, and directs persons for further assistance if necessary.
  • Provide administrative support for Department Superintendent, Managers, and for Department Director as needed.
  • Maintain personnel uniform records.
  • Maintain files on purchases made by sanitation department and ensure compliance with department purchasing procedures.
  • Assist in preparing Board packets and Agreements.
  • Assist in preparing and typing contacts and agreements for related documents, as needed.
  • Be able to change in a productive manner and handle other essential duties as assigned.
  • Regular attendance and timeliness is required.
  • Performs other related duties as assigned or requested.

QUALIFICATION REQUIREMENTS:

EDUCATION/EXPERIENCE:

  • Must have a high school diploma or GED.
  • Formal education equivalent of a Bachelor's degree in accounting, finance or a related field is preferred.
  • Must have knowledge of document filing systems and records management and at least 1 year of budget experience.
  • Equivalent combination of experience and training which provides the required knowledge, skills, and abilities for the job may be considered.
  • The incumbent must possess a valid driver's license.

OTHER SKILLS/ABILITIES:

The incumbent should possess knowledge of modern administrative practices, principles and methods. Computers, including word processing and spreadsheet applications. The incumbent must have the ability to develop and maintain effective working relationships with City officials, other departments, state coordinators and the general public. Ability to communicate effectively in oral and written forms. Ability to research, develop and implement new programs, policies and procedures. Ability to deal courteously and tactfully with the public. Interpret data, prepare reports, and develop and implement operational policies and procedures. Incumbent must have a valid driver's license. Problem solving and analytical ability are required to perform the duties of this position. Excellent communication and interpersonal skills are also required.

While performing the duties of this job, the employee must frequently stand, walk, climb, talk and hear, and lift items above shoulder level. Occasionally sit; use hands to handle objects, and reach with hands and arms. The incumbent must also stoop, kneel, crouch, climb, balance or crawl. Specific vision abilities required by this job include close, color, distance, and peripheral vision. Depth perception and the ability to adjust focus are also required.

The employee is constantly required to lift up to 25 pounds.
