Description

Performs complex administrative and managerial functions to assist the Library's Executive Management Team in planning, organizing, directing, or managing, activities, staff, programs, or services that have system-wide impacts within the Glendale Public Library System.

Essential Functions

  • Develops specifications and Requests for Proposals for products, resources and services and negotiates with vendors.
  • Collects, reviews and analyzes surveys, user statistics and other data, prepares reports of findings by utilizing software, social media or other surveying tools.
  • Represents the library on local and state committees, conferences and meetings.
  • Writes, develops and administers grants for the library.
  • Prepares and delivers oral and written reports for Library Executive Management, Department Director, City Council, City Management, Library Board, and other organizations.
  • Participates in the development of assigned budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements and adjusts.
  • Oversees, and coordinates exceptional in-person or virtual programming and educational opportunities within the library and through community outreach.
  • Oversees the management of the librarys website and social media technologies.
  • Creates and updates content and graphics for the Library website using a variety of graphics software; solicits input and approval before updating.
  • Coordinates web updates as necessary with other City staff.
  • Researches and recommends the acquisition of software and hardware in support of library operations or services.
  • May serve as Library Administrator in his/her absence.
  • Participates in the development and implementation of goals, objectives, and priorities for assigned division, branch and functional area of responsibility, utilizing Balanced Scorecard principles.
  • May supervise, train, motivate, and evaluate technical and professional library personnel.
  • Provides or coordinates staff training in areas of specialization including staff development events and develops and records staff training modules for future accessibility by new staff or as a refresher for existing staff.
  • Develops long-range plans and operating policies and procedures for assigned program area.
  • Develops materials and methods to promote and publicize programs and services. Creates press releases, newsletters, and flyers; solicits input and approval before distributing.
  • Plans, develops, modifies or adds new programs or services based on data analysis for the system.
  • Performs the full range of professional librarian duties as required.
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Masters Degree in Library Science from an American Library Association accredited University and three years of professional library experience. Master's degree in Library Science from an American Library Association accredited University is required. Additional experience cannot be substituted for the educational requirement.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying.

Knowledge of:

  • Library services, programs and organization, including staffing and equipment
  • Relevant technology and computer literacy including Microsoft Office software, digital devices, and Integrated Library Systems (ILS) software, Polaris ILS preferred Principles and practices of supervision, training, and performance evaluation
  • Principles and practices of library science
  • Reference sources and methods and other information-acquisition methods
  • Customer service principles and practices with emphasis towards service delivery excellence.

Ability to:

  • Provide leadership and embrace risk-taking, innovation, collaboration and change.

  • Plan, coordinate and supervise the activities of staff and a library division or program

  • Listen, communicate and positively interact with vendors and internal and external patrons.

  • Identify emerging models, practices and tools used by public libraries for the access and discoverability of both physical and electronic resources.

  • Operate with minimum supervision and work in a team environment to build partnerships, find solutions and make service enhancements

  • Manage projects by applying critical thinking and analytical problem-solving skills.

  • Interpret library policies and procedures to both public and support staff

  • Meet diverse community needs, promote the library collections and resources to the community and continually learns, applies and teaches new technologies.

  • Develop and monitor a budget

  • Performs daily duties in a manner consistent with the Librarys mission, goals, and objectives.

  • Analyze community needs and demographics.

  • Establishes, maintains, and fosters positive, harmonious, professional, and effective working relationships.

  • Contribute strategic thinking in order to aid the Chief Librarian in short and long-term planning.

  • Develop marketing and survey techniques to promote programs and services, conduct research, compile findings, and prepare clear and concise reports

  • Development of community outreach services to promote library usage.

Special Requirements

May be required to work evenings, weekends, and holidays.

Physical Requirements/Working Conditions

Reach, bend, stoop, lift and move arms above shoulder level; lift and carry library materials. Operate a variety of standard office equipment including a computer, laptop and/or mobile devices, bar code reader, copy machines requiring continuous and repetitive arm, hand and eye movement. Most work is performed in a library office environment with some in community settings. Travel to/from various branch or city locations for meetings. Exposure to potentially challenging persons or patron situations.
