The Administrative Manager is responsible to manage the administrative operation of the department to ensure quality customer service and maintain effective service delivery. Assists with coordination of division-wide administrative operations to ensure quality customer service and division-wide organizational and operational effectiveness. Manages the development and implementation of department and division-wide policies and procedures and monitors for operational compliance; coordinates the administration departments strategic and budget planning under the direction of the division operations manager and deputy director; performs general accounting, financial management and reporting; oversees department purchasing and asset management; provides IT support including leading the implementation of appropriate technology to support the departments internal and external customers; coordinates facility management, emergency response and risk management in alignment with countywide policie0 sand expectations; coordinates and leads the implementation of county-wide, division-wide, and department-wide initiatives and projects; designs and implements measurement metrics to monitor compliance with requirements and best practice.

Minimum Qualifications

Bachelors degree AND Five years experience to include administrative and supervisory, project management, and/or information technology systems development implementation.

OR

Masters degree AND Three years experience to include administrative and supervisory, project management, and information technology systems development implementation.

OR

Combination of education and experience to total 9 years of administrative and supervisory, project management, and information technology systems development implementation.

Preferred experience beyond minimum qualifications:

  • Experience in human services or healthcare
  • Experience in budgeting including forecasting revenues and expense
  • Experience in data driven decisions and report development

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the positions management approved work schedule is required for all positions.

  1. Coordinate and implement administrative operations within the Employment and Economic Assistance (E&EA) Department and, as requested, across the broader Community Services Division, ensuring efficiency, effectiveness, and responsiveness.

  2. Monitor operational performance, conduct organizational and functional analyses, and make recommendations for improved operations.

  3. Lead the development and implementation of process improvement efforts, including large-scale projects that enhance service delivery through innovative solutions and cross-departmental collaboration.

  4. Draft, revise, and maintain Standard Operating Procedures in alignment with County, State, and Federal policies, ensuring compliance and supporting efficient operations within the department and across the organization.

  5. Evaluate and recommend tools to support the department's technical needs and direction. Manage requests for and allocation of IT assets and equipment requirements. Collaborate with IT teams to integrate systems that enable data-driven decision-making.

  6. Lead the development of Key Performance Indicators (KPIs) and dashboards, and provide ongoing support for an agency Performance Center, ensuring that data metrics are effectively utilized for continuous improvement and strategic planning.

  7. Coordinate cooperative initiatives, projects, and tasks with other County departments.

  8. Manage and supervise staff; hire, direct, and supervise department personnel directly or through supervisors. Implement workforce planning, staff training, and continuous improvement initiatives to foster a culture of collaboration and accountability.

  9. Provide strategic management and leadership by collaborating with agency leadership to define goals, objectives, and work plans; set criteria and standards for performance and achievement.

  10. Oversee compliance and risk management functions, including emergency response and safety protocols, in alignment with countywide policies.

  11. Coordinate the planning and development of department budget recommendations; monitor department expenses and revenues, preparing financial reports as requested by department or E&EA leadership. Ensure fiscal accountability and alignment with strategic goals by overseeing procurement and resource allocation.

  12. Assist Department and E&EA leadership with planning, research, and policy analysis; make recommendations; prepare and disseminate reports. Collaborate on cross-departmental initiatives to optimize service delivery and promote organizational alignment.

  13. Demonstrates a commitment to support cultural diversity County wide, actively supports the Countys inclusion, diversity, equity and access initiatives, and works to address the needs of diverse and underserved communities.

Work Environment

Work is primarily sedentary and is usually accomplished while incumbent is seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such a laptop, notebooks, and/or files.

The full salary range for this position is $103,284- $161,381 annually and preferred hiring range is $103,284- $129,105 annually. The amount that is offered is dependent on the candidates overall skills, education, experience and internal equity. The offer would also include the Countys benefits package.
