    Duties and Responsibilities

    • *Serves as Administrative Officer for the Water Resources Research Center (WRRC), responsible for all administrative affairs including, but not limited to budget, fiscal and human resources.
    • *Provides HR support and guidance involving application of UH policies and procedures.
    • *Responsible for review and approval of procurement, travel, reimbursement, PCard and inventory transactions.
    • *Develops and maintains financial records/reports, ensures proper recording of expenditures and encumbrances, resolves erroneous transactions, and advises PIs on account status.
    • *Prepares account reconciliations for extramural funds and tracks budget to actual expenses.
    • *Review budget and budget justifications for grant applications and advise principal investigators accordingly.
    • *Performs complex analysis of financial statements and statistical reports and interprets, and creates financial reports discerning trends and applying analytical techniques for principal investigators and sponsors.
    • *Works with the Office of Research Services (ORS) to determine the status of awards, no-cost extensions, and contract modifications. Creates advance accounts when needed.
    • *Establishes new accounts upon receipt of award. Creates and manages subawards for grants and contracts.
    • *Assists principal investigators with recording cost share, providing supporting documentation for invoices, processing budget adjustments and/or accounting adjustments when needed. Determines if charges are allowable and allocable.
    • *Performs grants management activities from pre-award to account closure.
    • *Manages and monitors extramurally funded personnel and payroll transactions related to FTE and funding changes.
    • Other duties as assigned

    Minimum Qualifications

    • Possession of a baccalaureate degree in Business Administration in Accounting, Finance, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for administration in grants management, accounting, finance, or human resources; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
    • Considerable working knowledge of principles, practices and techniques in the area of grants management, accounting, finance or human resources as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
    • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with grants management, accounting, finance or human resources.
    • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
    • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
    • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
    • Demonstrated ability to operate a personal computer, apply word processing software, and worksheet software such as Microsoft Excel.
    • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

    Supplemental Minimum Qualifications

    • Demonstrated ability to meet critical deadlines and be flexible to on-going changes.
    • Demonstrated ability to exercise judgment, apply tact and discretion in dealing with divergent groups and confidential information.
    • Demonstrated ability to analyze financial statements and statistical reports, discern trends, and apply analytical techniques

    Desirable Qualifications

    • Master's Degree in Business Administration
    • Demonstrated knowledge of federal grant and extramural funding administration
    • Professional work experience in higher education and in a research setting.
    • Familiarity with UH and RCUH policies and procedures.
