Administrative Services Manager / Grant Manager

Schedule

  • Hours: 37.5 hours per week
  • Work Schedule: Monday – Friday, 8:00 AM – 5:00 PM CST
  • Work Arrangement: Hybrid (1 day onsite, 4 days remote)
  • Weekends Off

The Tennessee Department of Health is seeking an experienced Administrative Services Manager / Grant Manager to support CEDEP and BGM grant programs. This role is responsible for coordinating the full grant lifecycle—from application development through award closeout—while ensuring compliance with federal and state funding requirements

 

Grant Administration

  • Lead grant application development from funding opportunity review through final submission.
  • Interpret NOFOs, FOAs, NOAs, and grant requirements to ensure compliance.
  • Develop application timelines, project plans, and submission checklists.
  • Coordinate application meetings, assign deliverables, and track project milestones.
  • Prepare and review grant narratives, budgets, budget justifications, and supporting documentation.
  • Perform final quality reviews for completeness, formatting, and compliance.
  • Coordinate submission through the appropriate grant management systems.

Post-Award Grant Management

  • Review award terms, funding requirements, reporting schedules, and compliance obligations.
  • Coordinate grant startup activities with program leadership.
  • Communicate budget expectations, reporting requirements, and allowable costs.
  • Prepare funding acceptance and expansion requests when required.
  • Maintain complete documentation to support audits and compliance reviews.
  • Coordinate contracts, procurements, staffing actions, travel, and required approvals.

Budget & Financial Management

  • Develop and maintain monthly expenditure reports and budget forecasts.
  • Monitor grant spending and identify budget variances.
  • Analyze personnel costs and staffing expenditures.
  • Coordinate financial corrections and journal vouchers as needed.
  • Review invoices, purchase requests, and expenditures for compliance.
  • Support contract and budget documentation management.

Reporting & Grant Closeout

  • Manage grant reporting calendars and submission deadlines.
  • Compile financial and programmatic reports for internal leadership and funding agencies.
  • Submit required reports through designated grant portals.
  • Coordinate responses to funder inquiries and corrective actions.
  • Complete grant closeout activities, including final expenditures, invoices, and documentation.
  • Maintain organized, audit-ready grant files.

Stakeholder & Administrative Support

  • Serve as a liaison between program leadership, finance, procurement, compliance, and external funding agencies.
  • Lead budget and expenditure review meetings.
  • Prepare agendas, meeting materials, and document action items.
  • Draft correspondence, reports, and executive-level communications.
  • Respond to legislative, fiscal, audit, and oversight requests.
  • Identify and communicate project risks while recommending solutions.

Qualifications

  • Experience in grant administration, grant management, budgeting, accounting, contract administration, or program management.
  • Knowledge of federal and state grant regulations, funding requirements, and compliance standards.
  • Strong financial reporting and budget management experience.
  • Advanced Microsoft Excel skills, including tracking expenditures and analyzing budget variances.
  • Experience working collaboratively with finance, procurement, contracts, and executive leadership.
  • Strong organizational, project management, and deadline management skills.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite, including Excel, Outlook, Word, PowerPoint, and SharePoint.
  • Ability to work independently, prioritize competing deadlines, and maintain accurate documentation with minimal supervision
