Job Summary

This position is advertised from the minimum to the maximum hourly rate. Salary will be determined based on education and experience at the time of offer.

NATURE OF WORK

Under limited supervision, provides professional, supervisory and administrative support of moderate difficulty; maintains an understanding of departmental functions, programs, processes, and the responsibilities of assigned staff to effectively supervise work, provide guidance, and support departmental operations; this position has department specific responsibility.

Nature of Work

(Illustrative Only) Supervises, plans, organizes, coordinates, monitors, and directs the work of assigned administrative staff; assigns and prioritizes work; monitors workload and performance; provides guidance and direction; disciplines assigned staff; establishes performance measures and performs evaluations; oversees the day-to-day operations of the Administration division and coordinates administrative support functions for the department; develops, implements, and evaluates goals, objectives and operating procedures; oversees departmental payroll and maintains records; monitors position control; represents the department at various committees and meetings; maintains confidentiality of applicant, employee, departmental, and County information; monitors and manages special projects across divisions and maintains records; develops, implements and evaluates procedures, protocols, and processes to increase efficiency and streamline operations within the department or unit; researches, develops, writes, implements, and maintains detailed departmental standard operating procedures (SOPs) and other administrative procedures to ensure consistency with County and Departmental policies and procedures; manages and updates the Public Works webpages; coordinates the preparation and submission of the personnel budget for all departmental funds and provides departmental data and personnel information for budget purposes; participates in departmental budget planning and preparation by compiling and reviewing personnel, financial, and operational information and assisting with the development of budgetary information and supporting documentation; provides administrative oversight and guidance to assigned staff regarding County financial, purchasing, procurement, and related administrative procedures; interprets and applies County and departmental policies and procedures and provides guidance to staff and the public as appropriate; compiles data across multiple divisions for the purpose of departmental grant submissions; develops, prepares, and maintains various reports and records; coordinates departmental activities; analyzes departmental financial and project data; and makes recommendations; maintains records of departmental computer equipment and technology needs; coordinates computer equipment requests, replacements, and related technology needs with ITS; reviews and submits work orders requests to ITS and Facilities Management departments; acts as liaison with other departments, agencies, and the public; assists with staff training and development across department divisions; regular and reliable attendance is required; performs other duties as assigned.

Experience and Education

Associate's degree in business administration, public relations, management, or a closely related field; AND five years of progressively responsible administrative experience including experience with budgeting, financial processes, or related fiscal responsibilities, with at least two years of supervisory experience; OR an equivalent combination of education and experience; requires successful completion of a background check.

Knowledge, Skills and Abilities

Knowledge of: County policies and procedures; Department policies, guidelines, regulations, and statutes; principles and practices of office administration; modern office practices and procedures; the principles and practices of supervision, training, and evaluation; coaching and training techniques; staff research work, business English and report writing; records management principles; office computer hardware and software applications and office machines; accounting, research, and statistical methods; budget preparation; applicable statutory requirements for improvement districts, to support assigned duties.

Skill in: Research, analysis, and interpretation of regulatory and compliance guidelines; establishing and maintaining effective working relationships with employees, other agencies and the public; supervising the activities of others; analyzing and evaluating administrative needs, identifying problems, and developing feasible solutions; research and report writing; analyzing difficult situations, problems and data, and to use good judgement in decision making; exercising good judgement in safeguarding confidential and sensitive information; operating modern office equipment, computerized technology, and job-related software applications; training staff in specific areas of need; following written and verbal instructions; communicating effectively verbally and in writing; assigning and leading work of others; meeting deadlines and prioritizing work.

Ability to: Plan and establish goals and objectives; assign and lead the work of others; develop and implement operational/administrative procedures; research, synthesize data, and compose detailed reports; work independently with minimal supervision; establish and maintain effective working relationships with supervisors, employees, other agencies and the public; follow written and verbal instructions; communicate effectively verbally and in writing; perform the essential functions of the job specifications with or without a reasonable accommodation.

Work Environment:

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity.; generally the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and in a generally hazard free environment.

Medical Coverage Category

The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from two (2) medical plan options with six (6) tiers that will best suit the employees needs, dependents or families.

Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing a preventative visit.

Plan Option 2: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing a preventative visit.

Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the "Wellness Incentive" employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.

International Medical Solutions (IMS): IMS is available to employees who are enrolled in YCEBT Medical PPO Plan A and HDHP. Members enrolled in the PPO plan can pay as little as $5 copay for doctor visits & prescription drug services, with no maximum cap. High Deductible Health Plan (HDHP) pay toward their deductible until is met. After the deductible is satisfied, the plan will pay 80% of the services covered, and the member will be responsible for the remaining 20% coinsurance.
