    Help

    As the Administrator for Southwestern Power Administration, you will:

    • Be responsible for the overall management and administration of all Southwestern programs.
    • Direct Southwestern programs featuring highly sophisticated engineering concepts and unique problems related to the development, design, construction, operations and maintenance of the Southwestern transmission system, the marketing of energy, the forecasting of system capability and requirements, and administrative support of these specialized functions.
    • Provide leadership, incentive and the instrumentality through which National goals for electric power set by the President of the United States and the Secretary of Energy are made known and achieved in the south central United States.
    • Set broad policy objectives for the disposition of electric power including goals and strategies for establishment and revision of

    wholesale rates, repayment criteria, and billing and contracting provisions.

    • Coordinate long-range marketing plans and project development activities of Southwestern with other power marketing divisions, agencies, and organizations of the Department of Energy.

    TECHNICAL QUALIFICATIONS (TQs): Your resume must clearly demonstrate that you possess the following technical qualifications.

    TQ 1: Demonstrated ability to lead, manage, or oversee a large electric utility, that has regional operational responsibility, or a Power Marketing Administration. This includes demonstrated executive-level responsibility for transmission, and power marketing activities; compliance with federal statutes and regulatory requirements; financial and operational performance; and coordination with multiple stakeholders, including federal agencies, utilities, Tribes, states, customers, and the public.

    TQ 2: Demonstrated ability to provide executive leadership in setting and executing business and operational strategies within the framework of statutes, national and regional energy and environmental policies, and public service responsibilities. This includes implementing strategy across all major functional areas of a large utility or Power Marketing Administration, such as operations, finance, rates, transmission, legal, human capital, public affairs, and customer engagement.

    EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs:

    • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
    • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
    • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
    • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organizations vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
    • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

    Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPMs SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

    Southwestern markets approximately 2,200 megawatts of Federal hydroelectric power generated at 24 U.S. Army Corps of Engineers multipurpose dams. To deliver this power to customers, Southwestern operates and maintains approximately 1,400 miles of Federal high-voltage transmission infrastructure. Its service territory spans Arkansas, Kansas, Louisiana, Missouri, Oklahoma, and Texas, making Southwestern an important contributor to the energy reliability and economic vitality of the south-central United States.
