Job Description

The ECF Recapitalization (ER) department was formed to recapitalize the capabilities of the Expended Core Facility (ECF) which is approaching the end of its life. This is a large and complex multi-billion dollar project,  which is an essential part of NNL's continued support of the Navy.  This project is managed by an Engineering, Procurement and Construction Management (EPCM) firm.  In order to monitor project progress, NNL has responsibility to perform oversight and monitor each contract within the project.  

The Facilities Contracts and Project Management (FCPM) unit is responsible for leading the various oversight functions and for ensuring that NNL project oversight is effectively coordinated and feedback provided to the EPCM in a unified manner.  Additionally, FCPM is the primary interface between the Project Teams and Naval Reactors. 

The Advisor Project Manager (PM) will directly lead major subcontracts oversight teams, interface with EPCM counterparts, and report project status to management and Naval Reactors stake holders.  Additionally, the Advisor PM will provide leadership, functional expertise, and mentorship in project management tools and application, as well as leadership in communications to audiences both internal and external to the project.  The Advisor PM will also assist management in establishing strategic direction for the individual projects, and the unit as a whole. 

The successful candidate should have a firm grasp of project management principles and their application and have the capacity to understand project performance data at a detailed level but be able to communicate key takeaways at a high level. The advisor PM serves as the "conscience of the project" as informed by significant NNPP and project management experience.  The ability to communicate with a diverse set of project stakeholders, support organizations, and Naval Reactors personnel is essential. In addition to this position assisting the senior leadership team in strategic direction for the individual projects, and the Facilities Contracts and Project Management Unit. This position will be critical in the oversight of the execution of the major subcontracts of the SFHP project. The successful candidate should have construction experience or project management experience with large scale construction projects.

Required Combination of Knowledge and Skill

Bachelor's degree from an accredited college or university and a minimum of 12 years of relevant experience; orMaster's degree from an accredited college or university in a related field and a minimum of 10 years of relevant experience.

Pay Range

$129,300.00 - $206,100.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A. Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation's submarine and aircraft carrier Fleets. The Naval Nuclear Laboratory is a national asset solely dedicated to the Naval Nuclear Propulsion Program.
