City of Newport Rhode Island C a r e e r o p p o r t u n i t y Position Title Affirmative Action Officer Posting Date Thursday June 4 2026 Closing Date Monday June 22 202 6 Department Human Resources Brief Job Description essential functions of the job • Conduct a review of the AA Plan on a regular basis and make adjustments its content timeline s and action items if necessary p repare s and disseminate s the AA Plan and Policy identifies problem areas where under -representation or utilization deficiencies exist confirms that AA policies programs and procedures are implemented and communicated to all employees and City departments and develops andor coordinates City -wide AA training for all employees including supervisors and managers on a regular basis. • Acts as the Citys official liaison regarding affirmative action matters to the Citys Affirmative Action Committee and to th e Citys minority groups and stakeholders. • Serves as the Citys primary representative at job fairs and community recruitment events actively cultivating relationships with educational institutions community organizations and workforce development part ners to expand the Citys reach to diverse and underrepresented candidate pools. • As a full HR team contributor participates in recruitment planning collaborates on outreach strategies assists with the drafting and revision of job descriptions to ensure clarity compliance and consistency and supports efforts to maintain equitable and diverse candidate pools for all City positions. • Partners with HR colleagues in the development revision and implementation of HR policies and procedures ensuring alig nment with current legal requirements best practices and the Citys values. Contributes subject matter expertise in EEOAA to policy creation and updates. • Evaluates and implements equal employment opportunity policies and goals in compliance with applicable local state and federal laws and regulations provides guidance to City departments in developing and improving outreach recruitment and retention programs and initiatives. • Develops and delivers training to City employees and managers on EE O topics as needed continually reviews content to ensure it meets City objectives and reflects current legal and internal policy requirements monitors participation levels and evaluates participant feedback to improve program content and delivery. • Provi des counsel support and referral for individuals and groups with concerns regarding equal opportunity discriminationharassment and accessibility applicable to City -related business events provides notification to City staff of affirmative action and sexual harassment policies and the procedures for filing grievances and complaints. • Works collaboratively within the HR team to design and facilitate training programs on the topics of diversity equal opportunity harassmentsexual harassment and discri mination participates in applicant review discussions and supports the HR team in ensuring compliance with EEOAA principles throughout the hiring process. • Initiates plans and promotes communication and resources between City community groups and City administration to reduce systemic racism and bigotry Brief Job Description essential functions - continued and to promote the values of diversity and inclusivity within the City workforce ensures that the review evaluation and selection of instructional materials include criteria regarding freedom from discrimination and stereotyping. • Periodically advises and reports to the Director of Human Resources and City department managers on all matters related to EEO AA and diversity. • Ensures that all employment practices and decisions as well as appointments to City boards and commissions are made without discrimination as protected by State and Federal Law assists in the review of administrative and hiring proced ures used to fill City positions for compliance with EEO and Affirmative Action regulations and regularly reviews recruitment selection and employment practices to determine they are administered without discrimination are active in seeking personnel f rom underrepresented groups and recommends corrective measures when necessary. • Ensures that all City contractors and vendors doing business with the City adhere to applicable federal and state laws rules and regulations governing fair labor and equal e mployment practices during the performance of their contracts. • Plans prepares completes and files required EEO -4 reports andor affirmative action plansreports and documentation with government agencies answers all correspondence promptly. • Reports E EOAA survey results statistics and recommendations for corrective action to the Director of Human Resources and other appropriate stakeholders assists in record -keeping procedures compliance reviews audits and reporting procedures pertaining to all facets of the Citys EEOAA program and AA Plan. • Prepares collects analyzes disseminates and supervises EEOAA measurable goals seeking ideas from City staff AA Committee members and applicable community stakeholders initiates a plan to achieve ob jectives with timetables for corrective action prepares reports of progress and shares information with interested parties. • Uses appropriate statistical software or too ls to measure and monitor equal opportunity and affirmative action plan compliance. • Represents the City at community State and professional meetings as required uses effective presentation skills and tools to provide clear and concise information. • Leads and conducts workplace investigations involving allegations of discrimination harassment retaliation sexual misconduct and other employment -related matters on the basis of race color religion sex sexual orientation genetic information gender identity expression age national origin disability veteran status or any other basis pro tected by State and Federal Law interviews all involved parties gathers evidence and prepares detailed written investigative reports with findings and recommendations to the Director of Human Resources. • Performs similar or related work as required directed or as the situation dictates. Minimum Entrance Qualifications • Bachelors degree in Public Administration Labor Relations Political Science Human Resources or related field with a minimum three years of practical experience working with equal opportunity or affirmative action programs which requires the ab ility to monitor the application of AAEEO laws and regulations certified Affirmative Action Professional highly desired. • Must possess exceptional communication writing and analytical skills and demonstrated proficiency in Affirmative Action and Equal Em ployment Opportunity policy and program development. • Proficiencies with personal computers printers and word processing database management and spreadsheet software .
