Description of Work

The Human Resources Consultant II serves as NCCAT''s senior human resources professional and is responsible for leading and administering all aspects of the agency''s human resources program. The position provides strategic consultation to executive leadership, managers, and employees on workforce planning, employee relations, classification and compensation, benefits administration, policy interpretation, organizational development, and compliance with state and federal employment laws. The position exercises considerable independent judgment in resolving complex human resources issues and ensuring the agency''s human resources practices support organizational goals and operational excellence.

Job Responsibilities:

Lead and administer NCCAT's human resources program and serves as the primary human resources advisor to agency leadership, supervisors, and employees.

Provide strategic and operational guidance on personnel matters while ensuring compliance with state and federal employment laws, State Human Resources policies, and NCCAT procedures.

Process all HR related OM and PA actions for the organization.

Serve as NCCAT's lead consultant on employee relations matters by advising management on performance management, disciplinary actions, grievances, workplace concerns, and policy interpretation.

Provide coaching and guidance to supervisors to promote a positive and productive workplace.

Lead recruitment and staffing activities and advises management on workforce planning, organizational structure, position management, and classification strategies.

Provide expert consultation on classification, compensation, salary administration, and organizational design.

Direct the administration of employee benefits and leave programs, including retirement, FMLA, workers'' compensation, and related programs.

Serve as NCCAT's primary consultant on benefits and leave matters, providing guidance to leadership and employees while ensuring compliance with applicable laws and policies.

The Center's main focus is providing professional development for residential, off-site, and online programs in the areas of the most current needs of educators and state initiatives.

Minimum Education and Experience

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required; or High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources; or equivalent combination or education and experience.
