Responsibilities:

Noblis is seeking an Agile Delivery Lead to support our customer in Chantilly VA.

The Agile Delivery Lead will serve as the primary operational leader and orchestrator for a multi-team, scaled agile ecosystem within a government environment. This individual will ensure disciplined, predictable, and compliant delivery across a complex network of interconnected teams, practically adapting enterprise scaling patterns to fit the unique reporting, funding, and structural constraints of federal agency operations. The ideal candidate bridges the gap between modern iterative software development and rigid agency timelines, driving methodology maturity while maintaining production stability. The Agile Delivery Lead will provide Agile Project Management support to guide projects toward the timely and successful completion of milestones while facilitating team and stakeholder communication across the telecommunications domain and related business and finance applications. 

Key Responsibilities 

  • Serves as the operational leader for a multi-team Agile Release Train (ART), facilitating large-scale ART ceremonies tailored to government milestones, Program Increment (PI) boundaries, and agency reporting cadences. 
  • Identifies, tracks, and resolves cross-team dependencies and technical risks across interconnected delivery teams, ensuring impediments are escalated and mitigated before impacting committed objectives. 
  • Practically adapts SAFe and enterprise scaling patterns to fit the unique constraints of government environments, including appropriations-driven funding cycles, Authority to Operate (ATO) timelines, and compliance-heavy delivery gates. 
  •  Analyzes and optimizes legacy workflows, transforming fragmented processes into efficient, measurable value streams that accelerate time-to-delivery without compromising regulatory compliance. 
  •  Partners with Product Management and client stakeholders to align multi-team backlogs with strategic agency priorities, ensuring sprint and PI-level work maps directly to mission outcomes. Understands business objectives and creates business need statements to support roadmap development. 
  • Tracks and reports program performance metrics, flow analytics, and delivery health indicators to executive leadership, translating agile data into decision-ready insights for government stakeholders. 
  • Acts as a hands-on coach to Scrum Masters, Product Owners, and delivery teams, driving SAFe methodology maturity across the ART without disrupting active production schedules. 
  •  Serves as the primary delivery interface between engineering teams, subcontractors, and government program offices, ensuring alignment across all parties on scope, schedule, and quality expectations. Coordinates and conducts project stakeholder meetings and addresses stakeholder needs. 
  •  Coordinates, plans, and facilitates Semi-Annual Governance Board Meetings to review and approve candidate projects for the calendar year roadmap. 
  •  Engages client personnel and other contractors to understand specific system and functional requirements, develops user stories and mock-ups, and applies technical skills across software development, information systems, data analytics, and deployment support. 
  •  Ensures system development policies and procedures are followed regarding privacy, security, and software development life cycle artifacts. 
Required Qualifications:
  • US Citizenship is required.
  • Active Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) and ability to obtain a Counterintelligence (CI) Polygraph 
  •  Active SAFe Release Train Engineer (RTE) certification  
  •  Bachelor's OR Master's degree with Minimum of 8 years in Agile delivery, program management, or software development lifecycle management. 
  •  Minimum of 4 years operating as a Release Train Engineer or Agile Delivery Lead. 
  • Proven track record operating as an RTE or Delivery Lead within a government agency, federal contractor, or highly regulated public sector environment. 
  •  Minimum of 3 years of experience in leading projects and tasks with defined scope, schedule, and budget constraints. 
  • Deep, practical knowledge of SAFe 5.0/6.0 at the Large Solution and Portfolio levels, including PI Planning, Inspect and Adapt, System Demos, and ART Sync facilitation. 
  • Demonstrated experience managing cross-team dependencies, shared services, and integration points across 5 or more concurrent agile teams. 
  •  Experience working with Jira or other requirements gathering, collaboration, and agile scrum planning tools. 
  • Understanding of principles of software testing, development, and management, and the full software development life cycle. 
  • Exceptional ability to translate complex agile metrics and delivery status into executive-level briefings for government leadership. Strong professional technical writing and presentation skills. 
  • Strong self-organization and self-management skills, with emphasis on self-initiation, follow through, and ability to solve problems independently while meeting deadlines. 
Desired Qualifications:
  • Active TS/SCI with CI Polygraph
  • SAFe Program Consultant (SPC) certification. 
  • Project Management Professional (PMP) certification. 
  • Certified Scrum Product Owner (CSPO) or Certified Scrum Master (CSM) certification. 
  • Agile Lifecycle Management Tools: Experience with Jira, Kendis, or equivalent ART coordination platforms. 
  • DevSecOps and Security: Familiarity with DevSecOps pipelines, CI/CD practices, and ATO processes in classified environments. Understanding of Federal IT Security processes and guidelines, such as FISMA. 
  • Multi-Vendor Management: Experience managing delivery across multiple subcontractors within a single ART structure. 
  • IT Modernization: Background in IT modernization, legacy system migration, or digital transformation within federal agencies. 
  • CMMI Experience: Experience operating in a CMMI-certified organization.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
