A vacancy exists in the Department of Aging, Bureau of Administrative Services, for a Guardianship Program Specialist.

Pay Schedule I, Grade 29, Regular Schedule: 35 hours per week.

This position is supported by a grant and will remain active as long as funds are available.

Job Purpose

Under general supervision, coordinates and manages the continuing care of persons for whom the Department of Aging is the Guardian of Person.

Essential Job Duties

  • Provides case management of selected court-appointed guardianship clients.
  • Evaluates and monitors individual cases and coordinates care with social workers, nurses, physicians, attorneys, and guardians of property.
  • Serves as part of a multi-disciplinary team developing care plans for clients.
  • Renders decisions on health care needs and living situations as defined by the court, including consent for medical procedures, diagnostic procedures, and hospital admissions.
  • Advocates for the needs of clients with nursing homes, hospitals, assisted living facilities, other health care providers, and medical professionals.
  • Makes home visits, transports clients, and attends medical appointments.
  • Prepares reports for the Adult Public Guardianship Review Board and the Circuit Court for Baltimore County.
  • Coordinates telephone conferences with the Supervising Judge of Guardianship to address advance directives for clients.
  • Participates in pre-hearing investigations, attends hearings, and presents testimony on behalf of the Department of Aging.
  • Assists in the development and implementation of program policies, procedures, and evaluation tools.
  • Maintains case records, statistical data, billing information, and accurate records of client activities.
  • Prepares reports, documents, and correspondence.
  • Attends meetings and training sessions.

Examples of Other Duties:

  • Educates professionals, lay persons, and the public regarding guardianship and the role of the public guardian.
  • Trains other human services and clerical personnel and acts as lead worker.
  • Assists sick or injured senior adults until emergency personnel arrive at the scene.
  • Performs other related duties as required.

Qualifications

Graduation from an accredited college or university with a bachelors degree in a social or behavioral science;

Plus

Two years of experience providing human services such as intake/referral, counseling, or educating.

Related education beyond a bachelors degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

Experience as described in the essential duties may be substituted on a year-for-year basis up to a maximum of two years for the required education.

Licenses and Certificates

Some positions within this classification may require possession of a valid drivers license equivalent to a Non-Commercial, Class C Maryland drivers license at the time of appointment.

EXAMINATION PROCEDURE

Qualified applicants will be assigned a rating based on an evaluation of their training and experience as submitted on their application and supplemental questionnaire. Applicants are advised to state the dates, duties, and responsibilities of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees in this classification may be assigned to a work shift that includes evenings, nights, weekends, and/or holidays.

Employees are subject to call to duty in emergencies and may be required to work overtime as needed.

Employees must satisfactorily complete County-sponsored CPR and First Aid training and maintain certification throughout employment.

Physical and Environmental Conditions

These positions are essentially sedentary with occasional walking, lifting, or other limited physical activities. Positions require traveling between work sites.

Possession of a valid drivers license equivalent to a Non-Commercial, Class C Maryland drivers license at the time of appointment.

Medical Examination and Employment Background Investigation

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening, and employment investigation, including, but not limited to, a criminal background check, education certification, and fingerprinting checks.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance

General Increases - Cost of living increases and adjustments may be granted as legislated.

Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
