Position Description

THE POSITION:

The Air Quality Specialist I is the entry-level class in the Air Quality Specialist class series. Initially under close supervision, incumbents with an educational background and/or practical experience learn technical air quality control principles and practices and related inspection techniques. As knowledge and experience are gained, the work becomes broader in scope; assignments are more varied and are performed under supervision that is more general. This class is alternatively staffed with Air Quality Specialist II and an incumbent may advance to the higher-level after gaining the knowledge, skill, and experience that meet the qualifications for and demonstrate the ability to perform the work of the higher-level class.

This recruitment is being conducted by Regional Government Services and its staff on behalf of the Feather River Air Quality Management District.

ABOUT THE DISTRICT

The Feather River Air Quality Management District is a bi-county District that was formed in 1991 to administer local, state, and federal air quality management programs for Yuba and Sutter counties. The District is committed to environmental policymaking, community planning, and regulatory enforcement practices that are fair and equitable to all business owners and residents of Yuba and Sutter counties regardless of age, culture, ethnicity, gender, race, socioeconomic status, or geographic location to protect against the health impacts of air pollution.

Typical Qualifications

EDUCATION AND EXPERIENCE

Education:

Equivalent to graduation from an accredited four-year college or university with major coursework in engineering, biology, chemistry, environmental science, physical sciences, or a field related to the work. Additional experience as defined below may be substituted for the required education on a year-for-year basis.

Experience:

Air Quality Specialist I: No experience is required. An internship or related paraprofessional experience is desirable.

License:

  • Must possess and maintain a valid California class C driver's license and meet automobile insurability requirements of the District as a condition of continued employment.
  • Must obtain within six months of appointment and maintain a California Visible Emissions Evaluation Certificate.

Supplemental Information

BENEFITS:

PERSONNEL SYSTEM: The District has a merit-based personnel system that provides for promotion and advancement.

SALARY: The District has a 6-step salary plan for regular employees. Longevity of 5% paid after (12) and (20) years of continuous service. Part-time and extra help employees are paid on an hourly basis.

BILINGUAL PAY: The District may pay $125 per month to employees whose position requires the use of a second language that is commonly spoken by, and necessary to effectively communicate with members of the public served by the District. Eligibility is determined by the District and requires successful completion of a language proficiency assessment.

VACATION: Twelve days per year through 4.99 years of employment; 16 days through 9.99 years; 18 days through 14.99 years; 20 days through 19.99 years; 24 days after 20 years (pro-rated for part-time employees)

HOLIDAYS: Fourteen (14) paid holidays including 3 floating holidays (pro-rated for part-time employees). *Four (4) hours of paid time off for New Years Eve recently added.

SICK LEAVE: Accrues at the rate of 12 days per year and can be used for illness and medical appointments (pro-rated for part-time employees).

BEREAVEMENT LEAVE: The District provides five (5) days of paid time off for Bereavement Leave.

HEALTH PLAN: Medical (CalPERS); District paid dental (Delta) and vision care (VSP) coverage is available for employees and dependents.

DEFERRED COMPENSATION: The district offers a voluntary Deferred Compensation Plan (457 and will contribute $150.00 per month for participating employees with the employee matching $50.00.

GROUP LIFE INSURANCE: $25,000 of District paid life insurance for all employees and $2,000 of District paid life insurance for dependents.

RETIREMENT: District employees are members of the California Public Employees' Retirement System CalPERS. Classic employee member: 2.5% @ 55; PEPRA employee member: 2% @ 62. The District does not participate in Social Security.

Remote Screen Interview - (100%) Candidates who pass the Online Written Exam will be invited to a Remote Screen Interview to evaluate training, experience, and other job-related qualifications for the position. Remote Screen Interviews are conducted via a video conference platform. Remote Screen Interviews are recorded and are tentatively scheduled for 8/20 and 8/21, 2026.
