Distinguishing Features of Work

This is paraprofessional engineering work requiring a motivated professional who enjoys working collaboratively in all phases of complex construction and maintenance projects. The Airport Construction Inspector serves as a liaison among contractors, engineers, and clients. Work is performed both in office and field environments as required supporting inspection, observation, drafting, research, technical analysis, and collection and management of data across a variety of project types. Work is performed under the general direction of an immediate supervisor and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

Bargaining Unit: Employee Council

Workdays and Hours: Monday - Friday, 8:00 AM - 5:00 PM. For special events you may be require working outside of the regular office hours that could include evenings and weekends, but hours worked will not exceed 40 hours a week in most cases.

Examples of Work Performed

  • Performs computations and calculations required in plans preparation and cost estimation.
  • Reviews paving and structural mix designs.
  • Performs inspection of construction work for compliance with contract documents.
  • Observes the testing of concrete asphaltic concrete, aggregates, and field moisture/density testing of soils during earthwork.
  • Inspects, evaluates and documents pavement conditions.
  • Creates and maintains various databases, exhibits, maps, and GIS layers electronically.
  • Performs basic survey and data collection using GPS equipment.
  • Performs site utility locates and operates utility locate equipment.

Requirements of Work

  • Knowledge of surveying or of drafting instruments and methods.
  • General knowledge of all types of building, paving and utility construction.
  • Working knowledge of principles and practices of civil engineering.
  • Ability to use a computer to access, interpret and record information.
  • Skill in making engineering computations, estimates and designs and in preparing plans and specifications
  • Skill in writing reports, quantity take-offs, and preparing cost estimates
  • Working knowledge of Microsoft Office products
  • Knowledge and ability to use standard AutoCAD and related software.Ability to recognize and respond to signals that tell the CAD system operator that the equipment is operating properly and/or waiting for a response
  • Skill in writing reports and preparing cost estimates.
  • Ability to quickly learn techniques for testing concrete, asphaltic concrete, aggregates and other materials and compaction and moisture content of earth work.
  • Ability to look through instruments at a height of approximately five feet and reach from five feet to extend level rodand prism pole.
  • Ability to work safely in the middle of streets in heavy traffic.
  • Ability to traverse uneven terrain, climb steps or ladders, and tolerate airborne environmental nuisances associated with construction sites.
  • Ability to walk distances of approximately one mile, in intervals of about 800 feet, carrying 10-25 pounds in survey instruments and other tools, total station, tripod, prism pole, level rod, level, data collector, pipe and cable locators, stakes, shovel and/or sledge hammer.
  • Ability to walk, bend up and down, get on one knee to take measurements, drive stakes, and/or hammer tacks in the stakes with a sledge hammer.
  • Ability to operate the electronic total station, calculator, data collector, pipe and cable locators, and level.
  • Ability to work outdoors when inclement weather conditions exist.
  • Ability to develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, and the public.
  • Ability to work independently in an active construction environment and maintain accurate project records.
  • Ability to communicate clearly and effectively, both orally and in writing
  • Requires ability to acquire and maintain a valid Kansas drivers license
  • Requires ability to pass federal security background investigations required by the DHS/Transportation Security Administration (TSA) to acquire and maintain airport identification and access control media.
  • Require ability to pass and obtain certification for unescorted access onto runways and taxiways (Air Operations Area (AOA) training).

Experience and Training

Required Experience and Training

  • Five (5) years of experience supporting construction or capital improvement projects or supervising personnel performing construction or maintenance activities, including reviewing construction plans, specifications, drawings, and contract documents; working independently in an active construction environment; and maintaining accurate project records.
  • Three (3) years of experience performing field surveying and measurements using GPS, total station, level, or data collection equipment, including field data collection and documentation, quantity take-offs, technical calculations, and construction documentation for construction or capital improvement projects.
  • Valid Drivers License.
  • Must be legally authorized to work in the United States without the need of a sponsorship.

Preferred Experience and Training

  • Five (5) years of demonstrated progressive responsible experience supporting construction or capital improvement projects in airport, transportation, or public infrastructure.
  • Five years of engineering support experience.
  • Graduation from an accredited course in computer-aided drafting.
  • Associate or bachelor's degree in civil engineering technology, Engineering Technology, Surveying Technology, Construction Engineering Technology, or Geographic Information Systems (GIS).
  • Licensed Professional Land Surveyor (PLS) in any U.S. state.

FULL-TIME EMPLOYEE BENEFITS

  1. VACATION - Most employees with less than five years employment earn 10 days of vacation per year. After five years, accrual rates increase at varying rates to varying maximums, depending on work schedule and/or union representation. Employees can accumulate and carry forward up to 240 hours each year.

  2. HOLIDAYS - There are eleven paid holidays. Employees also receive one Personal Holiday that is granted after the first six months of employment.

  3. SICK LEAVE - Sick leave accrual begins at one-half day per month. After five years, sick leave accruals are one work day per month. Employees can accumulate and carry forward all unused sick leave each year. Employees who use 24 hours (3 days) or less of sick leave in a calendar year earn a "Well Day." An additional "Well Day" can be earned following a year of perfect attendance.

  4. HEALTH INSURANCE - UMR / United Healthcare provides two levels of medical and prescription drug plans. Both medical plan are PPOs and do not require selecting a physician or referrals for specialty care. Both medical plans include Teladoc virtual care (primary care/mental health benefits at no charge), Dario healthy living programs, and VSP Vision benefits. Pre-tax premium deductions are offered. The City contributes 80% of the premium cost towards medical, prescription drug and vision insurance.

  5. DENTAL INSURANCE - Two Delta Dental plans are offered - Preferred and Traditional. The Delta Preferred plan requires using a dentist from a smaller network for a lower premium. The Delta Traditional plan allows use of any dentist, although benefits are higher using a dentist from the large Delta network. Benefits under both plans are the same (with the exception of some Orthodontic benefits) Pre-tax premium deductions are offered.

6.LIFE INSURANCE - Low-cost voluntary term life insurance is available. Employees pay one-third of the cost. The amount of Basic Life coverage is two times annual pay up to a determined maximum amount. Dependent coverage is available at $20,000 spouse / $10,000 child(ren) for an additional $0.14 per pay period. Accidental death and dismemberment coverage is included. The plan is through MetLife.

7.SUPPLEMENTAL LIFE - Additional voluntary employee-paid term life insurance is available from MetLife at low group rates. Participation in Basic Life is required. The Life Insurance plans are portable.

  1. LONG-TERM DISABILITY INSURANCE- The voluntary employee-paid group disability plan from MetLife provides 60% of pre-disability income for injury or health related disabilities. Premiums are determined by income and age.

9.VOLUNTARY ACCIDENTAL DEATH & DISMEMBERMENT - Voluntary employee-paid AD&D from MetLife offers coverage for accidental death and dismemberment.

10.RETIREMENT - The City offers two retirement plans - Wichita Employees (WER) Plan 3, and Commissioned Police & Fire Plan C-79. The WER plan is a defined contribution plan; Police & Fire is a defined benefit plan. Both are contributory - employees and the City share the cost.

11.FLEXIBLE SPENDING ACCOUNTS - Employees may elect to make FSA pre-tax deductions for dependent care and/or unreimbursed medical expenses, reducing the cost of these expenses by eliminating taxes on the amount deducted.

  1. LONG-TERM CARE INSURANCE - This plan from UNUM offers facility and home care benefits for employees, spouses, and some other family members. Several options for benefit amount and duration, and specific plan features, are available.
