Job Description:
The Idaho Falls Airport is hiring an Airport Maintenance and Operations Supervisor. This is professional and supervisory work in the field of airport maintenance and operations. An employee in this position is responsible for training, assigning, supervising, and evaluating the work of skilled and unskilled subordinate employees. General direction is received from the Airport Operations Manager, but the employee has considerable latitude in establishing work priorities, schedules, and related assignments. The employee will exercise independent judgement in carrying out assignments. Performs a variety of first-line supervisory and general and skilled duties related to planning, organizing and scheduling ongoing maintenance, repair and upkeep of airport runways and associated pavements, and airport property grounds, vehicles and buildings.

SUPERVISION EXERCISED
Provides general to close supervision of Airfield Maintenance and Operations Specialist(s) and seasonal employees.
Essential Functions:
Performs various supervisory duties as needed to oversee the day-to-day maintenance operations of the airport; schedules staff work times and shifts; prepares work orders and project priorities; monitors work in progress to ensure quality and timeliness of completion.
Directs crews engaged in Air Operations Area (AOA) repair and maintenance such as pavement surfaces, painting markings, and snow removal.
Performs the job of Snow Boss ensuring safe and timely snow and ice control procedures are implemented in accordance with the Airport's Snow and Ice Control plan. Monitors winter weather forecasts and coordinates with Operations Manager and other Operations Supervisor(s) to meet staffing needs.
Directs crews in the care and grooming of airport lawns, plants, flowers and shrubs to maintain attractive surroundings.
Evaluates employee performance and makes recommendations affecting advancement, retention, discipline and termination.
Participates in the selection of Airfield Maintenance and Operations Specialists. Provides or coordinates staff training and works with employees to identify and resolve problems.
Works with the Airport Operations Manager to implement changes or improvements concerning the daily operations of the airfield.
In consultation with the Airport Operations Manager, reviews and makes recommendations to the Airport Certification Manual.
Recommends replacement of airport vehicles and equipment and assists in the selection of such equipment.
Coordinates with off-airport agencies, such as the Fire Department, Police, and Emergency Medical Services personnel. Responds to aircraft and airport emergencies. May be required to act as incident commander until relieved, and in the absence of higher airport authority, could be required to oversee airfield operations, and must be prepared to make decisions affecting airfield operations.
Operates a variety of light, medium, and heavy equipment such as tractors, dump trucks, snowplows, sanders, motor graders, dual engine rotary snow blower and pick-up trucks. Operates hand equipment such as mower, chain saws, etc. as required; instructs, supervises and monitors staff in use of such equipment.
Performs equipment preparation and preventive maintenance, monitors oil, grease and fuel levels; makes adjustments to equipment; makes minor repairs in the field.
Conducts daily inspections of airport grounds and facilities in compliance with the Airport Certification Manual and Federal Aviation Administration guidelines to determine general conditions and needs, evaluates conditions and recommends various work projects; prepares written or digital reports on upkeep and condition of airport.
Conducts TSA perimeter checks, badge checks, vehicle inspections, and other frontline airport security procedures. May fulfill the role of alternate airport security coordinator.
Issues Notices to Airmen (NOTAMS) to report all conditions that impact the safe operations of aircraft and ensures that they are promptly communicated to the FAA, air carriers and other airport users. Takes and evaluates runway braking action reports, and determines corrective actions required.
Conducts periodic scheduled inspections, maintenance, and repair of city owned airfield lighting systems, navigational aids, and irrigation systems. This can involve working at heights up to 75 feet high.
Oversee maintenance of equipment storage building and area; performs general housekeeping duties as needed to ensure a safe environment; organizes stocking of airport equipment, supplies, and fuel. Orders replenishment of parts and fuel as required to maintain adequate inventory.
Performs wildlife hazard and vegetation management; makes and records periodic observations regarding wildlife activity; utilizes various methods to prevent bird strikes and related hazards.
This position is considered Essential Personnel and is subject to recall for airport emergencies, special events, or as directed by the Airport Director and/or their designee.
Minimum Qualifications:
Education and Experience:
A. High school diploma or equivalent;
AND
Four (4) years of experience in airport operations at a 14 CFR Part 139 certificated airport to include equipment operations and general maintenance, electrical, plumbing, and pavement repair.
OR
An equivalent combination of education and experience.
Considerable knowledge of 14 CFR Part 139 and 49 CFR Part 1542 regulations in relation to operating and maintaining a commercial service airport. FAA required airport surface vehicle and aircraft control, including ground control radio procedures and light signals; basic FAA regulations related to air traffic management. Safety regulations and practices related to airfield operations and maintenance including maintaining high voltage airfield lighting systems. Ability to operate heavy equipment including front-end loaders, dump trucks, snowplows, snow blowers, rotary snow plows, runway brooms, and other specialty equipment. Ability to perform general to moderate skilled maintenance tasks in electrical and plumbing repair; to perform general maintenance work; to operate various hand tools. Demonstrated knowledge and ability to apply chemicals that control weeds, pests, and the application of chemicals in conducting snow and ice control. Basic personal computer skills including the application and use of the Microsoft Office 365. Working knowledge of interpersonal and public relations practices; effective customer service methods, and principles of effective supervision and employee relations. Ability to communicate effectively in the English language, both written and orally, at a level necessary for efficient job performance. Ability to understand and carry out oral and written instructions, and to instruct, train, and evaluate others. Adept skill in accomplishing multiple tasks accurately with times of frequent interruption. Capable of adequately prioritizing competing tasks and responsibilities. Ability to discern when to contact other city departments for instruction, help, or when a project should be turned over to another department or outside agencies for completion.
Functional knowledge of airport security principles under 49 CFR Part 1542 and Part 1540; Federal Aviation Administration processes related to airspace and operational safety on airfields during construction.
Ability to manage, supervise and direct the duties of others effectively in both normal and emergency situations; exhibit logical thinking, initiative, and problem solving capabilities in coping with a variety of compliance and enforcement issues; direct others in carrying out standard law enforcement and safety practices and procedures common to commercial service airports; communicate effectively, verbally, and in writing; establish and maintain working relationship with employees, general public and other governmental agencies.
Must possess valid State of Idaho driver's license. Ability to pass a criminal history records check and security threat assessment required by the Transportation Security Administration.
Must become a licensed Applicator of Herbicides and Pesticides by the State of Idaho.
May be required to obtain a commercial drivers license and be enrolled in the associated drug and alcohol testing program.
May be required to obtain an FAA Part 107 Remote Pilot Certificate.
Work Environment:
Works inside and outside, with periodic exposure to inclement weather. Work can be strenuous, requiring bending, squatting, stooping, reaching, heavy lifting and carrying objects weighing 60 pounds, climbing ladders, crawling in confined spaces. Employee may be exposed to the possibility of cuts, bruises, scrapes, broken bones, burns, unpleasant odors, fumes, germs, bacteria, sprays and loud noises. Weekend work hours are most likely required; possible irregular working hours, night shifts, holiday work, and 24-hour standby are required. Employee may be called out in emergency situations.
Pay Range:
$28.00 - $30.45
