Position Summary:
This position assists the Operations Manager and provides team leadership in airport operations by providing front-line supervision of the day-to-day airport operations, maintenance, safety, security, training, environmental management and development at Prescott Regional Airport, a Primary Commercial Service Airport with extensive flight training and regional fire management activity, in accordance with applicable federal, state, and local laws, as well as airport compliance requirements.
Essential Duties:
- Engages in front-line supervision, training, and evaluation of Airport Operations' employees in day-to-day operations, maintenance, safety, and security functions in accordance with established policies, procedures, regulations, laws, and regulatory compliance requirements.
- Performs varied clerical, administrative, and customer service work associated with the day-to-day activities of the Security/Access and Badging Office, including assisting applicants in all phases of the security/access and badging process and training other airport team members on the activities associated with the security/access and badging program.
- Schedules routine and preventive maintenance with a minimum disruption of normal flight activities; coordinates with Airport Leasing and Properties Administrator to notify airport users and stakeholders for irregular operations.
- Ensures stakeholder compliance with Transportation Security Administration Regulatory requirements in 49 CFR Part 1542; acts as Alternate Airport Security Coordinator, Alternate TVP Manager, cyber security coordinator alternate, and assists with development/implementation of the Airport Security Plan. Implementation of the Airfield Driver Training Program, implementation of the Access ID Card Control Policy, implementation of the Safety Management System (SMS) and regulatory enforcement (tenants, employee, users).
- Administers Security, Maintenance and Operations training, including coordination with subject matter experts to update and maintain training materials. Record retention appropriate to meet all Federal, State, and Local requirements.
- Accepts and evaluates identity documents as directed by TSA/Regulatory compliance; properly handles and safeguards Personal Identifiable Information (PII) and Security Sensitive Information (SSI).
- Enters information into and retrieves information from complex computer filing systems and databases in compliance with TSA regulations.
- Assigns appropriate security access.
- Coordinates with Airport Administrative staff regarding reception and processing of various payments .
- In the absence of the Airport Operations Manager, coordinates with the Airport Capital Projects Manager to monitor the activities of the work of contractors on airfield projects.
- Conducts initial airspace analyses, identifies potential safety issues (on airport and in community), and issues NOTAM's.
- Assists with FAR Part 139 duties, including readiness for the Annual Inspection and compliance follow-up; planning/executing ASP Tabletop, AEP Table Top or Part 139 AEP Triennial Exercise.
- Assists with writing, revising, implementing, and enforcing the following documents: Airport Certification Manual (ACM), Airport Emergency Plan (AEP), Airport Security Plan (ASP), Snow and Ice Control Plan (SICP), Wildlife Hazard Management Plan (WHPM), Airfield Signage, Marking and Lighting Plan (SMLP), Safety Management System (SMS), and Storm Water Pollution Prevention Plan (SWPPP).
- Provides passenger service assistance and landside oversite including monitoring parking lots, terminal curbs, ground transportation, parking enforcement, and Airport rule enforcement.
- Operates weed control and snow and ice removal equipment, supervises implementation of snow removal efforts, and conducts airfield assessments.
- Engages in Foreign Object Debris (FOD) tracking and documentation, wildlife tracking, mitigation & documentation and environmental monitoring/mitigation (such as SWPPP management, fuel spill clean-up, etc.).
- Responds and records aircraft noise concerns and assists with the administration of the Noise Abatement Program, and attends conferences and trainings as they pertain to compliance with noise requirements.
- Assists with planning and coordination of all special events at the airport to include airshows, attends conferences and trainings as they pertain to airshow compliance, educational updates, Airport Advisory Committee (AAC), Prescott Area Users Association (PAUA) and industry standards.
- Demonstrates superior customer service, integrity, and commitment to innovation, efficiency, and fiscal responsibility.
- May perform on-call duties as assigned.
- Performs other duties as assigned.
Qualifications:
Education and/or Experience:
Bachelor's degree in business administration, aviation business/management, public administration, or related degree is highly preferred; three (3) years of airport management, operations, aviation security, or other relevant airport-related experience; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.
Licensing, Certification, and Other Requirements:
Possess and maintain a valid Arizona Driver's License or obtain one within 30 days of hire; pass a security threat assessment and a 10-year security background investigation, pre-employment drug test, and driver's record check. Posses a AAAE- ACE certification in Operations, Security, or Trusted Agent, and obtain TSA PreCheck. Hold a current Airport Security Coordinator (ASC) certificate, (or obtain one within 90 days of hire).
