Description

Bachelor's degree in Business, Finance, Accounting, Statistics, or related field, or an equivalent combination of education, training, and experience. The candidate must possess the demonstrated ability to perform moderately complex quantitative analysis with the ability to gather, document, analyze, and draw conclusions on data and information. The candidate will possess five to seven years of experience in the field of analysis. Responsible for developing strategies that support business needs for efficient and effective use of best practices. Identify requirements, approach, solutions, costs, risks, and options to address business needs. Lead implementation activities of an initiative, application, or feature set. Responsible for project documentation including definition, requirements, conversion, testing, implementation, and training. Able to prioritize initiatives by assessing business value for effort and develop options. Collaborates with vendors to understand product direction, release strategy, and timeframe. Maintain a broad knowledge of current and emerging state-of-the-art computer/network systems technologies, architectures, and products.

Day-to-Day Responsibilities/Workload

Responsible for supporting scoping and planning for internal and external inspection teams supporting multiple Distribution and Transmission programs, including detailed inspections in high-fire and non-high-fire areas, annual grid patrols, streetlight patrol surveys, infrared scanning, and intrusive pole evaluations.

Key Program Management, Planning, and Scheduling Responsibilities

• Managing schedules for data collection and processing, contractor deliverables, quality assurance, risk assessment, and final delivery of inspection results.
• Leading meetings across all phases of the inspection process, from data collection through risk review and distribution.
• Developing, maintaining, and distributing progress reports covering inspection collection, processing, delivery, quality control, and risk evaluation.
• Coordinating communications and managing impacts among contractors and internal SCE stakeholders involved in inspections, data processing, and overall program support.
• Managing the inspection program’s financial planning and execution.

Key Scoping & Planning Responsibilities

• Scope Refreshes - Create scope packages/work orders taking all the necessary steps to ensure accuracy of scope ensuring all appropriate guidelines are met.
• Collaborate with SP&E and Inspections to improve scoping strategy (e.g., work order bundling, minimizing visits, 1-2-skip a few, etc.).
• Maintain and refine lessons learned and change control logs for planning/scoping process.
• Communicate and meet with stakeholders periodically to ensure feedback obtained and reviewed against existing/future planning efforts (i.e. pain point tracker).

Key Exception Processing Responsibilities

• Preparation of weekly performance report, UTC Tracker, Customer Access Tracker, CROPS & Government Lands Tracker, etc.
• Mapping - Create .kmz and spatial joins in Excel to determine potential access issues related to CROPS, Government Lands, etc.
• Create work orders for released access issues and send them to vendors with notes regarding appointments, gate codes, special instructions, contact info, etc.
• Tracking and oversight of constrained inspections to actively mitigate the potential for non-compliant inspections and not meeting risk mitigation commitment.
• Drive down 'double dip' inspection charges for access issues.
• Assist in development and monitoring of data management tools to provide more timely and accurate status reporting to management.
• Identify follow-up actions required by various stakeholders in the inspection workflow.

Key Data Analysis Responsibilities

• Performance monitoring and tracking to ensure completion of various scopes on a regular basis.
• Responsible for running regular weekly/daily reports, ad hoc reports internally and externally as well as any special analysis needed to resolve issues/process improvements, reports related to finance/cost analysis, supporting any issues that arise from contractors or internally such as data discrepancies.
• Identify data discrepancies through SAP, InspectApp, EZYViewer research using systems like SAS Enterprise, SAS VA, SAP, PowerBi, Python, WiSDM, Snowflake to:
  • Report on historical performance (by structure, region, resource, etc.).
  • Find sync issues.
  • Understand trends in survey results (by inspector, resource, type of inspection).
• Validate that inspections are populating in dashboards (SAS, Power BI) and follow through to resolution.
• Communicate with InspectApp/InspectForce team both internal to Inspections and IT regarding sync issues and tracking resolution.

Required Skills/Attributes

Knowledge & Skills

• Data management (data structure and controls design, data querying, and report development).
• Time management (manage resolution of work to align with workflow due dates and inspection due dates).
• Comfortable engaging multiple SMEs across multiple organizations, presenting issues and potential solutions, and securing support and/or buy-in from stakeholders and support partners.
• Project tracking from issue ID, causal analysis, solutioning, through resolution of issue.
• Data visualization reporting and dashboard development.

Software Proficiency

• MS Office Suite, SAS, SAP, PowerBI, SQL, Python, Snowflake.
• SAP experience navigating work orders, maintenance plans, mdocs, FLOC/Equipment data.
• ArcGIS – experience joining different visual layers/maps (districts, FLOCs, circuits, hexbins, constrained areas) to create tables of data to work with more effectively.
