Job Description and Duties

THIS IS A BILINGUAL - SPANISH POSITION; MUST BE ABLE TO PASS A BILINGUAL - SPANISH FLUENCY EXAMINATION.

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

The Unemployment Insurance Support Division (UISD) is actively recruiting for two Spanish Bilingual Analyst I or II positions in the Benefit Accuracy Measurement (BAM) Unit 1. The BAM analysts will work independently or act as a team leader to perform an in-depth, thorough investigation of Unemployment Insurance (UI) claims, and work closely with the unit manager or journey-level BAM analyst conducting accurate reviews of selected BAM cases, assessing the accuracy and conformity to the Department's UI program and other policy and procedures, as well as the Department of Labor/Employment Training Administration reporting requirements.

Claims are required to be comprehensively reviewed in order to meet the Department of Labor's quality measurement standards. Reviews include interviews with employers, claimants, and field office staff for the purpose of determining compliance under the provisions of the California Unemployment Insurance Code, analyzing state and federal laws and regulations to ensure the State continues to administer the UI program effectively and efficiently while protecting the integrity of the UI Trust Fund. UI or comparable program knowledge and experience is a requirement, including extensive UI or comparable experience in conducting eligibility determinations.

Employees are required to report to their designated headquarters office in Sacramento or Anaheim. Travel and accommodation expenses incurred while commuting to and from the assigned headquarters are the responsibility of the employee.

Positions exist in Orange County and Sacramento County.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. This position is headquartered in Anaheim or Sacramento; will consider candidates who are located throughout the state of California.

Due to operational needs, employees may be required at any given time to report to work at their regular EDD headquarters. Currently employees have a hybrid work schedule but may be required to work in the office per business needs.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Three or more years of experience in the UI program, in addition to having a strong background in UI eligibility determinations knowledge and experience.

  • Detailed knowledge of UI program processes, UI benefit claim and payment systems, state and federal UI laws.
  • Strong analytical, oral and written communication skills desired.
  • Excellent organizational skills, ability to multi-task, meet deadlines and adjust to changing priorities in a cooperative manner.
  • Proficient with computers as required to use EDD software and input data in an efficient and effective manner.
  • Proficiency in the use of Microsoft Word, Excel, PowerPoint, Outlook, Adobe and SharePoint.
  • Good attendance and punctuality record.

Statement of Qualifications Requirements

A Statement of Qualifications (SOQ) is Required. Background Investigation Requirement

The position(s) may require an applicant to pass a background investigation. However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.

The department will make an individualized assessment of whether the conviction history has a direct or adverse relationship with the specific duties of the job and the work performed by the department.
