Job Description and Duties
Under the direction of the Apprenticeship Expansion Unit's Supervisor I, the Analyst II will support statewide apprenticeship expansion focused on Partnership and/ or Program Management. The duties include but are not limited to the following: Counsel and educate on the Registered Apprenticeship Program (RAP) in California linked to Interagency Advisory Committee on Apprenticeship; attend committee meetings, refer with management, and provide guidance to ensure adherence to California Labor Code and rules and regulations; deliver multimedia presentations; analyze data and present ideas on the efficacy and compliance of apprenticeship program evaluation; and accountable for a service first model to program sponsors, third-party intermediaries, employers, educators, workforce development organizations, and matters relating to a registered apprenticeship.

The incumbent works 40 hours per week in an office setting. Air-conditioned, high-rise building with elevator access, cubicle with natural and artificial lighting. Indoor cubicle office environment for several hours a day. Occasionally work takes place in the field while attending committee meetings, outreach events and at community business partners locations. Occasional travel will be required.

Department Information
The Department of Industrial Relations (DIR) was established in 1927. Its mission is to improve working conditions for California's wage earners and to advance opportunities for profitable employment in California. DIR administers and enforces laws governing wages, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience in customer services focused in sales/ marketing, public communication to an audience of ten or more and researching (report writing, data collection, analysis of information from different sources, planning and scheduling, and critical thinking/analysis.
Basic principles of sales and marketing to "sell" California employers on the concept of apprenticeship. Aware of the importance of thinking strategically and willingness to learn departmental strengths, opportunities, and objectives for short- and long-term business plans.
Exceptional writing skills to prepare high-profile communications and comprehensive reports and summaries. Proficient in Word, Excel, Outlook, PowerPoint, Visio), Adobe Acrobat, and basic office equipment, such as copiers, staplers, paper shredders, etc. Researches subject matter thoroughly prior to engagement. Searches for ways to identify root causes of workplace issues, eliminate waste, and improve quality of work products. Takes ownership and accountability of personal work contributions and self-development. Anticipates future challenges and opportunities and takes action to either mitigate or take advantage of them. Establishes priorities when there are conflicting goals or due dates. Ensures assignments are in alignment with organizational metrics.
Demonstrates commitment to the organization's vision, mission, and values by maintaining regular and consistent messaging of the organization. Excellent communication (presentation skills) to promote outreach to potential partners. Translates objectives into specific measurable metrics and can articulate the approach necessary to achieve outcomes. Manages and encourages the process of change and transition while helping others deal with their effects.
Ability to interpret, and use California Labor Code, California Code of Regulations and current, past and proposed legislation. Willingness to learn all aspects of apprenticeship, including national trends, employer driven need, and the current apprenticeship climate in California. Makes timely, informed decisions that take into account the facts, objectives, and risks associated with the issue at hand. Able to discern broader implications that affect their unit and how their contributions affect that environment. Ability to communicate a clear picture of the short- and long-term vision and can relate current efforts to that vision.
Ability to recognize complex environments and discern the broader implications that affect the situation/unit and how their contributions can impact the environment. Ability to clearly describe the core business and customers of the Division of Apprenticeship Standards. Ability to create an environment that promotes teamwork and respect, and collaborates to resolve issues. Expresses the organization's vision in a way that resonates with others as demonstrated by their words and actions.
