Job Description and Duties

The Analyst II, under general direction of the Supervisor I in the Public Records Act (PRA) Oversight Unit, will perform complex analytical tasks as it relates to the PRA requests received by the unit.

Duties may include but are not limited to:

  • Working closely with the Supervisor I to formulate and refine internal policy and processes that promote the effective and efficient delivery of responses to PRA requests across the Department.
  • Screening incoming PRA requests for legal sufficiency and, on occasion, engaging with requesters to assist them with formulating focused and effective requests for records.
  • Managing a moderate workload of PRA requests, including the handling of correspondence with requesters pursuant to Public Records Act deadlines and in the provision of records.
  • Engage with staff across the department to ensure timely responses to ongoing PRA requests.
  • Identify opportunities to improve PRA requester satisfaction through the cycle of their requests, which can include leading meetings with staff to learn more about PRA response challenges and to identify areas for improvement.
  • Occasionally engage with members of the public to receive PRA requests

The PRA Oversight Unit is part of the Office of the Director, Legal Unit (known as "OD Legal"). This unit serves a key role within OD Legal and the department as a whole. It will enhance DIR's ability to be more responsive to PRA requests, mitigate complaints from the public, and limit exposure to PRA-driven lawsuits.

Working Conditions

This position is located at: 160 Promenade Circle, Sacramento, CA 95834.

This position located in the Department of Industrial Relations, Office of the Director, Legal Unit (known as "OD Legal"). Employees in this position work in an office environment, have assigned offices and work at desks, and are required to work extensively on computers as necessary for the drafting of correspondence, briefs and other documents, and for research, email communication, file review, training and other purposes.

Telework schedules: The expectation is that all staff will work in office 4 days a week starting July, 1 2026.

The usual business hours are Monday through Friday. Employees in this position are expected to work all hours as necessary to accomplish their assignments. This position may be eligible for some amount of telework with in-person attendance based on the operational needs of the position.

Department Information

The Department of Industrial Relations (DIR) was established in 1927. DIR administers and enforces laws governing wages, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers.

Special Requirements

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate's ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial 12-point font, and normal margins. Include your first and last name at the top right corner of each page.   • Describe your experience serving in customer service facing roles, focusing on times you had to provide service to someone who appeared to be unhappy, frustrated, or disgruntled. How did you go about addressing that situation and what were the outcomes?
  • Describe your experience with the California Public Records Act. If you do not have direct experience with the California Public Records Act, describe a time you had to quickly learn and apply new concepts to your work.
