Job Description and Duties
Under the direction of the Information Technology Acquisitions Branch Chief, an Information Technology Supervisor I, the incumbent is responsible for independently performing the more technical and complex procurement and contracting functions. The successful candidate must adhere to ethical practices and policies, ensure best value for the State, and demonstrate a positive attitude and a commitment to providing quality service that is accurate, timely, and exceeds customers' expectations.

Working Conditions
Position located at 1727 30th St Sacramento, Sacramento County.
Multiple positions may be filled from this recruitment.
This is a Limited Term position which may be extended to 24 months or become permanent.
While at their base of operation, employees will work in a climate-controlled office under artificial lighting. May be required to travel.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Respond to the following questions:
Describe your expertise in end to end IT Goods acquisition processes, including your ability to interpret statewide procurement laws, policies, and oversight requirements.
Describe your experience collaborating with technical program staff, legal counsel, purchasing units, vendors, and leadership to move IT Goods procurements from intake to execution.
Provide a detailed explanation of your methods for managing competing procurement priorities while maintaining accuracy, compliance, and adherence to strict deadlines.
Provide a comprehensive example of a situation where you were assigned multiple high priority IT Goods procurements with conflicting deadlines.

The position requires familiarization with the Department's mission, vision and goals. Must have comprehensive knowledge of the State Administrative Manual, contract law, Department of General Services policy and procedure, Government Code, Public Contract Code and Federal program requirements. Must have the ability to draw sound conclusions, understand and interpret administrative organization and procedures, prepare comprehensive and concise reports; reason logically and creatively; and be objective. Must be able to analyze administrative issues and recommend effective courses of action. Must be able to establish and maintain cooperative working relationships with departmental personnel, contractors, the public and other agency personnel. Requires familiarity with Government Code, DPA rules, Policies and Procedures, Management Memorandums and other methods of information flow that govern the conduct of employees during work hours. Must have the capability of working with personal computers and an aptitude for learning various software programs. Keyboard use is approximately 75% of the time. In addition to working independently, must work well in a team environment. Must demonstrate capacity to assume increasing administrative responsibility. This position requires the ability to communicate effectively and provide detailed instructions to others. Strong analytical skills are required in this position. Must be able to determine suitability and adaptability of items in relation to their use; prepare accurate, concise standards and specifications; analyze and evaluate relative merits of competitive commodities; analyze situations accurately and adopt an effective course of action; and make recommendations and present alternatives regarding purchasing processes and items to management. Must initiate, plan, develop and recommend data gathering methods, new purchasing or reporting systems, and modifications to existing systems to implement legislative policy or management requirements. Encouragement is given to review operations and make improvements.
