Job Description and Duties
This position is eligible to telework up to one (1) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. This is subject to change based on operational need and/or future return to office orders. The successful candidate must reside in California upon appointment.

Under the direction of the Supervisor I, the Analyst II functions as the lead performing complex analytical and technical assignments requiring sound decision-making, problem solving, and effective workload prioritization. The role supports a wide range of human resources functions, applying personnel laws and rules to ensure timely and accurate completion of assignments. A key responsibility includes tracking, monitoring, and maintaining employee work-authorization documents in compliance with federal and state requirements, while coordinating with program areas, legal partners, and HR teams to support ongoing work eligibility and address cases that may require non-punitive separation. The Analyst II serves as a data and reporting resource for the program. The position extracts, compiles, and analyzes large datasets from multiple systems to produce accurate operational reports, researches and reconciles data discrepancies, and maintains reliability across reporting tools. The Analyst II develops, maintains, and enhances Microsoft Access databases used for departmental position control, designing queries, forms, reports, and automated processes that improve data quality and workflow efficiency. The role translates business needs into effective reporting and database solutions, maintains documentation for data structures and procedures, and recommends process improvements that support informed decision-making across the organization. The Analyst II utilizes ServiceNow, Access, Excel, Word, and SharePoint, and performs work in alignment with requirements and practices set by control agencies including SCO and USCIS. The position frequently collaborates with HR, IT, program staff, budget stakeholders, and legal partners to identify reporting needs, resolve data issues, and ensure the integrity of employee-related information and departmental position data.
This position may be downgraded to Analyst I for recruitment purposes. If downgraded, duties will be adjusted accordingly.
