Job Description and Duties

In all job functions, employees are responsible for creating an inclusive, safe, and secure work environment that values diverse cultures, perspectives, and experiences, and is free from discrimination. Employees are expected to provide all members of the public equitable services and treatment, collaborate with underserved communities and tribal governments, and work toward improving outcomes for all Californians.

Under the general direction of the Fiscal and Administration Chief, the Analyst IV services as the agency-level fiscal and budget expert for the Business and Consumer Services Agency (BCSA) and its eight member departments. The incumbent functions as a fiscal expert with full responsibility for formulating, coordinating, administering, and overseeing the complex fiscal and budgetary policy with agency-wide and multi-departmental impact. This position exercises independent judgment, manages high-risk and time-sensitive fiscal activities, and serves as a fiscal advocate and representative for BCSA before the Governor's office, the Legislature and other entities within the Administration.

The Analyst IV is responsible for budget development, including the development of budget bill language and trailer bill language), and the establishment of fiscal procedures and controls to ensure compliance with DOF policies, statutory requirements, and Administration priorities. Work is performed in a highly dynamic environment requiring discretion, confidentiality, and the ability to assess and mitigate fiscal, operational, and reputational risk to Agency.

You will find additional information about the job in the Duty Statement.

Working Conditions

To be eligible for this position, you must reside in California. The position is headquartered in Sacramento and may qualify for a hybrid telework arrangement-one day of telework per week and four days in the office-based on the BCSA Telework Policy or applicable employment terms and conditions.

Candidates who reside outside of the State of California may be admitted to the job interview. However, they must reside in the State of California once they are hired and start working.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period as outlined on "Section 2113 - Personal Leave Program (PLP)" of the CalHR Manual. The salary range(s) included on this job posting do not reflect the reduction in pay.
