Under general supervision, assists in controlling the animal population and educates the public on proper care and containment of animals. When filling out your reference section please ensure:

Essential Duties and Responsibilities Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. The job description does not constitute an employment agreement and is subject to change at any time by the employer.

Essential duties and responsibilities may include, but are not limited to, the following:

• Responds to citizen's complaints and enforces local and state laws concerning animal control; • Captures, restrains, and impounds animals; • Follows-up on bite cases; • Euthanizes animals as needed; • Prepares and maintains accurate records (including, but not limited to drugs logs), and reports of activities, incidents, and offenses; • Maintains inventories of equipment, materials, and supplies required to support daily operations; • Works closely with the public and gives suggestions or advice on problems and care relating to animals; • Prepares and transports animal remains for testing to the Rabies Lab in cases of suspect rabid animals; • Issues citations for violations of County and/or State animal ordinances and regulations; • Testifies as an expert witness in court for animal cruelty cases; • Ensures that animals in custody are maintained in a healthy and sanitary environment as required by state laws and the liabilities incurred with the seizure of personal property; • Inputs data into shelter software; • Computes fees and issues receipts to owners claiming animals; • Maintains, fuels, and services vehicles; • Performs other duties as assigned.

Qualifications, Education, and/or Experience High school diploma or equivalent; AND one year of experience; OR an equivalent combination of education, training, and experience.

Must be at least 21 years of age, have no more than 20/200 vision that is correctable to 20/20, have no past convictions for Driving While Intoxicated (DWI or DUI), have no more than three moving violations within the last two years, not have ANY felony convictions, not have ANY misdemeanor convictions for any offense involving moral turpitude or family violence, be a United States Citizen [born or naturalized], possess an honorable discharge if prior military service, be prepared to purchase regulation departmental uniforms [a minimum of $200], have a current, working telephone, successfully pass a written examination consisting of vocabulary and comprehension skills (applicants failing this test will be allowed to test a second time not less than 90 days from the first test, if a position is available at that time), and not have been previously re-hired by the Midland County Sheriff's Office more than once.

Valid Texas Driver's License; Basic Animal Control Certification; Euthanasia Certification; State Certification in all required aspects of Animal Control, and the Laws of the State of Texas.

Knowledge, Skills and/or ability Providing mature, experienced judgments during potentially hostile situations as well as regarding the legal and technical aspects of law enforcement; Maintaining strict confidentiality; Establishing and maintaining cooperative working relationships with judges, managers, supervisor, employees, external public agencies and organizations, attorneys, bonding companies and the general public; Using initiative, discretion and decision making within established procedures, guidelines and rules; Defining problems, collecting data, establishing facts and drawing valid conclusion; Performing various mathematical calculations; Performing effectively under stressful working conditions; Multitasking and adjusting to constantly-changing projects and prioritizing job scheduling daily; Operating a computer and various software applications.

Health and Dental Insurance Regular full-time employees are provided general medical, hospitalization, and dental insurance coverage. This is free to the employee if they take a yearly HRA and have negative Cotinine test yearly. Employees may obtain coverage under the group plan for family members at their own expense. All benefits have a waiting period of the first of the month following 30 days of hire. Prices for other insurance are listed here.

Long Term Disability Regular full-time employees working over 30 hours per week are eligible for long-term disability benefits. This benefit becomes effective on the 1st day of the month following six months of continuous employment with the county.

Cafeteria Plan All regular full-time employees are eligible to enroll in the supplemental insurance portion of the county cafeteria plan on the 91st day of employment, or annually during an enrollment period for the following plan year of January 1 through December 31. They will not be eligible for enrollment in the Flexible Spending Accounts for medical reimbursement and/or dependent care until the first annual enrollment for the plan year beginning after 1 full year of employment.

Deferred Compensation Plans Midland County offers five deferred compensation plans. Enrollment in one of these plans can be done at any time after the 91st day of employment.

Retirement Plan The county is a member of the Texas County & District Retirement System (TCDRS). Regular employees are required to become members of TCDRS and are eligible for this benefit immediately upon employment. Employees automatically deposit 7% of their salary. Temporary employees are not eligible to become members of TCDRS. The county matches employee deposits by 200% and interest at retirement. An employee is vested after 8 years of service. An employee may retire with full benefits after 8 years of service and attainment of age 60, or after 30 years of service, or at the time the employee qualifies under the "Rule of 75".

Death Benefit Plans There are two (2) types of death benefit plans provided by Midland County to all employees who participate in the Texas County and District Retirement System.

Social Security All employees of the county are covered by social security. The county also contributes to the social security system on behalf of each employee.

Workers Compensation All employees of the county are covered by the workers compensation insurance program, and the county pays the premium. This coverage provides medical and salary continuation payments to employees who receive bona fide, on-the-job, work-related injuries.

Leave Time Regular full-time county employees are eligible for holidays, vacation leave, sick leave, and other types of released time under certain circumstances.

Free Wellness Clinic for anyone over the age of 3 covered by Midland County's insurance.

Employee Assistance Program Longevity Pay Upon completion of one (1) year of service, each employee receives longevity pay. Longevity pay is paid at a rate of sixty dollars ($60.00) per year of service to the county. This longevity pay is pro-rated and paid on a pay period basis.

Teladoc Services as of 1/1/19 This service gives you access to a medical professional via the internet at no charge to the employee. To use this service you must be covered under the County medical plan and register with Teladoc.
