General Statement of Duties

The City of Jerome is a dynamic organization which positively affects our citizens every day. Every position within the City is expected to be a leader within our organization, as well as in our community. The Animal Control Specialist patrols the City of Jerome and enforces compliance with city and state laws governing the control, licensing, and impoundment of animals. The Animal Control Specialist also conducts investigations into animal cruelty and helps care for and maintains animals in the city’s custody and control. This position requires some exercise of discretion with guidance from policies, laws, ordinances, and licensing conditions.


Supervision Received

Works under the supervision of the Police Captain.


Supervision Exercised

Exercises supervision over volunteer animal shelter workers as directed.


Examples of Work(Illustrative Only) Essential Duties and Responsibilities

  • Patrols city streets to control wild and domestic animals that are running at large.
  • Responds to animal related calls for service.
  • Sets humane traps for animals as directed.
  • Issues warnings and citations for violations of the animal control ordinances and violations of state code pertaining to animals.
  • Prepares reports for the prosecutor and testifies in court.
  • Investigates animal bite complaints.
  • Enforces animal related ordinance violations.
  • Investigates allegations of animal cruelty.
  • Coordinate and collaborate with the animal shelter technicians, volunteers, and others to ensure the smooth and efficient operation of the animal shelter.
  • Aids in caring for and feeding animals in city custody.
  • Administers vaccinations and first aid to animals as needed.
  • Assists with cleaning and maintaining animal shelter.
  • Assists with maintaining animal shelter yard and landscaping.
  • Maintains animal shelter records.
  • Euthanizes animals as necessary.
  • Receives and accounts for money received for animal shelter if directed.
  • Helps to maintain inventory of keys for the shelter.
  • Assists public and deals effectively with the public and related agencies requesting information or assistance.
  • Keeps supervisors apprised of conditions and needs of animal shelter.
  • Operates City vehicles and light equipment.
  • All other duties as assigned.

Knowledge, Skills and Abilities

  • Must be 18 years or older at the time of employment.
  • Working knowledge of methods used in the safe, effective and humane handling and restraint of a variety of animals, including those that are sick, injured, aggressive and/or difficult to control;
  • Working knowledge of standard safety precautions and equipment used in animal care, control and shelters;
  • Ability to enforce animal control and licensing ordinances to assure the safety and health of citizens and animals in the City; interpret and apply codes, laws and regulations, policies and procedures of animal collection, impoundment, quarantine and disposal.
  • Ability to understand and maintain health and safety regulations.
  • Ability to capture, care and handle domestic animals.
  • Ability to remain calm and composed when confronted by angry citizens; deal tactfully, courteously and firmly with the public.
  • Ability to work independently with little direction; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations;

Acceptable Education and Experience

  • High school diploma or GED and;
  • One (1) year professional or volunteer experience with care, feeding and/or handling of animals in a facility that cares for animals such as animal shelter, kennel, veterinary hospital, boarding or pet day care facility or pet store or;
  • An equivalent combination of education and/or experience.

Special Qualifications

  • Must possess, or be able to obtain by the time of hire, a valid State Driver’s License without record of suspension or revocation in any state.
  • Applicants must be of good character and not have any felony convictions ever nor a conviction for any misdemeanor sex crime, crime of deceit, crime of violence, crime against an animal or drug offense within five (5) years prior to application.
  • Must meet the requirements to be a Certified Euthanasia Technician (CET) within one year of hire.

Essential Physical Abilities

  • While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee will be required to stand, walk, use hands to finger, handle, or operate objects, controls, or tools listed above. Reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl.
  • The employee must occasionally lift, and/or move more than 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • The employee must have the physical ability to handle animals that can way in excess of 100 pounds.

Work Environment

  • While performing the duties of this job, the employee frequently works outside in weather conditions. The employee occasionally works near moving mechanical parts and may be exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration.
  • The noise level in the work environment is usually moderate to high.
  • The employee may occasionally be required to work nights, holidays, and weekends.

Appointees will be subject to completion of a standard probationary period.
