The selected contractor will provide on-site and remote information technology programming services to support the Accountability System utilized by the Pennsylvania National Guard for mission execution and emergency response through the JEOC.
Responsibilities include reviewing the existing system, improving performance, resolving programming issues, implementing enhancements, and providing ongoing system support. The contractor will collaborate closely with JEOC staff to design and deliver new functionality, propose system improvements, conduct testing in controlled environments prior to go-live, develop user training materials, and maintain system documentation.
The contractor must be available to support the system during state-activated emergencies to ensure uninterrupted operation.
The Accountability System currently operates on MVC applications and Microsoft Power Apps. The ideal candidate will have extensive experience with C#, ASP.NET Core, MVC, SQL, and the Microsoft Power Platform.
Review and improve the performance, efficiency, and reliability of the Accountability System
Troubleshoot, repair, and enhance existing .NET and SQL-based applications
Design, develop, deploy, and migrate Power Apps and Power Automate solutions across environments
Collaborate with JEOC staff to gather requirements and implement system enhancements
Conduct testing in controlled environments prior to production releases
Prepare training manuals and system documentation for end users
Support applications during emergency activations and mission-critical events
Utilize Azure DevOps tools including Azure Repos (Git), Azure Boards, branching strategies, pull requests, and code reviews
Assist with troubleshooting and advancement of department .NET applications (AIM) and SQL databases
Review databases for efficiency, workflow optimization, metadata, permissions, and interface improvements
Write complex SQL queries, stored procedures, triggers, views, cursors, and joins
Perform data modeling and database design aligned with enterprise architecture
Provide technical expertise for issue diagnosis, resolution, and workaround solutions
Collaborate with The Client’s Information Technology Office and Office of Administration leadership to recommend and present database and reporting solutions
Develop and maintain a catalog of active databases, structures, owners, and procedures
