Designs software tools and subsystems to support software reuse and domain analyses and manages their implementation. Manages software development and support using formal specifications, data flow diagrams, other accepted design techniques and Computer-Aided Software Engineering (CASE) tools. Estimates software development costs and schedule. Reviews existing programs and assists in making refinements, reducing operating time and improving current techniques. Formulates and defines specifications for software applications or modifies and maintains existing applications using engineering releases and utilities from the manufacturer. Responsible for program design, coding, testing, debugging and documentation. Instructs, directs, and checks the work of other task personnel. Responsible for quality assurance review and the evaluation of existing and new software products.
As part of the Secure the Enterprise initiative, develop capabilities to shift from the current manual system security evaluation and authorization process to a new model that emphasizes automation, streamlined processes and approvals, continuous monitoring and assessment, and network data gathering across the entire life cycle of a project.
Due to federal contract requirements, United States Citizenship and position appropriate security clearance is required. (e.g. Active TS/SCI security clearance with agency appropriate polygraph).
Capabilities
•The Application Engineer (Backend) will provide the development, test, deploy, and sustainment of various Python based ReST end points, microservices, and data model management capabilities utilizing Django and Flask frameworks to interact with data models stored in MariaDB or MongoDB and send data upon request, in JSON format, to UI front ends.
•The developer will provide middleware and backend support to all system applications.
Monitor, maintain, upgrade, and troubleshoot Enterprise IT/IC GovCloud security tool suites to ensure system health, performance, availability, and full operational capability. Perform database administration to identify, report, and remediate system and tool degradation within the NISIRT.
Analyze newly identified security vulnerabilities and deficiencies, conduct gap analyses, and research and evaluate commercial solutions to address identified risks.
Perform analyses of alternatives and prepare Technical Analysis packages presenting findings and recommendations for Government evaluation and solution selection.
Coordinate with supporting organizations to procure, deliver, track, and dispose of hardware and software required for security solution implementation.
Develop Configuration Plans, software enhancement plans, and engineered solutions that integrate with graphical user interfaces (GUIs), web-based front ends, and data retrieved from various security scanning tools.
Design, validate, and implement access controls within systems and service solutions to meet security requirements.
Enhance, modify, integrate, and test Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) products and associated hardware to ensure interoperability with existing Enterprise IT/IC GovCloud architecture. Prepare Engineering Change Proposals (ECPs) for implemented system configuration changes.
Coordinate and schedule testing, integration, implementation, and deployment activities with external interface owners and dependent systems.
Deploy enterprise-wide security solutions, including hardware installation, software implementation, and configuration, to ensure fully functional and operational computing environments.
Develop and deliver Government-directed training on newly deployed security tools, capabilities, and functions for authorized Agency Enterprise IT/IC GovCloud users.
Required Qualifications
- TS/SCI with agency appropriate polygraph
- All experience and education will be in a technical field directly related to the labor category being proposed and all diplomas, GED certificates, and degrees will be from accredited institutions.
- Twelve (12) years minimum experience and a High School Diploma/GED. Ten (10) years minimum experience and an Associate's Degree.
- Eight (8) years minimum experience and a Bachelor's Degree.
- Six (6) years minimum experience and a Master's Degree.
- Four (4) years minimum experience and a Doctorate's Degree.
Required Technical Skills
Containerization: Docker.
Web Frameworks: Experience developing applications using Django or Flask.
Database Technologies: Experience working with MongoDB or MariaDB.
API Development: REST endpoint development.
Software Architecture: Experience with microservice-based architectures and development.
Desired Technical Skills
Cloud Computing: Amazon Web Services (AWS) or other cloud platforms.
Data Serialization: JSON and/or XML serialization.
Project and Issue Tracking: Jira.
Documentation and Collaboration: Confluence.

Pay Range: $87.70 - $118.77 per hour* Hourly pay rates listed for this position serve as a general guideline and are not a guarantee of compensation. Compensation will vary dependent upon factors including but not limited to: Government contract rates; education; relevant prior work experience, knowledge, skills, and competencies; certifications, and geographic location. *Hourly pay rates reflect the pre-benefit gross wage amounts.
