Application Program Manager – IT Modernization

Overview / Summary
Seeking an Application Program Manager to support a modernization initiative focused on enhancing district-level financial data intake and reporting processes. This role will lead program and project management activities related to application modernization, operational improvements, and cross-functional coordination while ensuring compliance with State standards.

Key Responsibilities

  • Develop an understanding of the business environment to make informed decisions and drive results.
  • Define program goals and objectives for modernization initiatives.
  • Develop project plans and schedules, including resource allocation, timelines, and budgets.
  • Lead cross-functional teams to deliver programs and projects on time and within budget.
  • Manage project risks and issues and implement mitigation strategies as needed.
  • Communicate project status and progress to stakeholders, including senior management.
  • Collaborate with stakeholders and teams to ensure program and project goals are achieved.
  • Ensure compliance with State standards.
  • Ensure compliance with program management processes and standards.
  • Provide day-to-day support for ongoing processes.
  • Conduct ongoing evaluation and improvement of processes and program management practices.
  • Provide data analysis support for agency workload demands.

Required Qualifications

  • Ten (10)+ years of experience in:
    • Program or project management, preferably in application development
    • IT strategy, infrastructure design, and operational support for multi-site organizations
    • Business continuity planning and application migration
    • Application and process modernization
  • Strong understanding of data management principles and practices.
  • Excellent written and verbal communication skills, including experience presenting to senior management and stakeholders.
  • Proven ability to lead cross-functional teams and manage multiple projects simultaneously.
  • Strong analytical and problem-solving skills with the ability to make data-driven decisions.
  • Experience with Agile development methodologies.

Desired Qualifications

  • Experience with change management and process improvement methodologies.
  • Familiarity with cloud platforms and data management technologies.
