Application Review Technician

The Growth Management Department facilitates well-designed, efficient, healthy, and safely built developments, while ensuring preservation of the natural and cultural environment. Responsibilities include long range planning, environmental planning and education, building permitting, and development review. In coordination with state and federal laws, the Department ensures compliance with all County codes and regulations including the Comprehensive Plan, the Florida Building Code, Ponte Vedra Zoning Ordinances, and the Land Development Code, as well as maintaining related public records.

ESSENTIAL RESPONSIBILITIES

• Answers telephone and greets visitors; provides information about Land Development Regulations.
• Receives and processes (including scanning documents) Growth Management applications, reviews fee payments, including Impact Fee Assessments, and ensures completed payments prior to acceptance and release of plans.
• Routes and reviews commercial and residential Clearance Sheet site plans to ensure compliance with permitting requirements.
• Receives and reviews request for occupational licenses.
• Provides information on flood zones and FEMA requirements to homeowners, insurance agents, mortgage companies and other county personnel.
• Receives and processes right of way permits.
• Assists in resolving application problems related to due dates, comments, time constraints and inaccurate or incomplete applications.
• Prepares files for meetings of the Development Review Committee, Planning and Zoning Agency, Ponte Vedra Zoning and Adjustment Board, and the Board of County Commissioners.
• Creates and distributes Letters of Substantial Approval.
• Maintains a full-time presence on the job.
• Performs other duties as assigned.

ESSENTIAL REQUIREMENTS

• High school diploma or equivalent recognized certification.
• A minimum of one (1) year of related administrative, customer service, permitting, or application processing experience.
• Must possess and maintain a valid Florida driver's license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
• Must possess good interpersonal and communication skills to serve others.
• Must be able to comprehend, speak and write the English language.
• Must be able to operate a computer.

• Knowledge of the application review process including local, state, and federal regulations, statutes, and laws.
• Knowledge of modern office principles and practices.
• Knowledge of computers and job-related software programs.
• Skill in the provision of customer services.
• Skill in the analysis of problems and the development and implementation of solutions.
• Skill in the preparation of clear and precise administrative reports.
• Skill in oral and written communication.

ENVIRONMENTAL DEMANDS

• Working Conditions may include some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.), extreme noises, odors, heights and/or dust.
• Physical Activity may include sitting, walking, lifting heavy objects up to 25lbs, kneeling, crouching, reaching, or standing.
