Job Title: Application Technical Specialist Senior 

Position Summary

Dhaka Technologies Limited Company (DTLC) is hiring an Application Technical Specialist Senior on behalf of the District of Columbia Department of Human Services (DHS). The position is housed in the Application Software Development (ASD) Division of the Office of Information Systems (OIS). The senior application developer designs, develops, delivers, and enhances client-server, web-based, cloud-based, and mobile software applications using Microsoft .NET technologies, ASP, and Visual C#. The role builds and implements additional functionality and system enhancements for assigned applications, makes system fixes, troubleshoots production issues, works with business analysts to understand business processes and formulate IT solutions that improve efficiency, builds enhanced reporting and dashboard capabilities, and performs proactive application monitoring, including enhanced audit log tracking and system upgrades. The successful candidate has 11 to 15 years of experience and is responsible for the implementation and management of business-aligned IT services, ensuring that the application platform is high quality, defect free, and adherent to industry standards for development, testing, and deployment methodologies.

Key Responsibilities

Application Design and Development

• Design, develop, and deploy applications that support users on the case and program management applications.
  
• Build and implement additional functionality and system enhancements for assigned applications, and make system fixes as needed.
  
• Build out enhanced reporting and dashboard capabilities.
  
• Implement programming standards that support a secure and defect-free application.
  
• Deliver support and design for industry-specific applications that require integration with statewide systems or applications, and integrate diverse technical environments and cross-platform technologies.
  

Support and Performance

• Troubleshoot production issues, and use monitoring and performance analysis tools to troubleshoot and isolate application performance issues.
  
• Perform proactive application monitoring activities, including enhanced audit log tracking, and conduct system upgrades and enhancements as required.
  
• Work with quality assurance and quality control teams to ensure that the application remains secure and defect free.
  

Collaboration and Technical Advisory

• Work with business analysts to understand current and new business processes for assigned applications and formulate IT solutions that improve efficiency.
  
• Interact daily with government clients to meet the technical requirements for new initiatives, and interact with executive-level business users and technical experts.
  
• Provide mentorship and technical advice to a team of application, reports, and query developers, and provide strategic advice to the lead, management, and customers of OIS.
  
• Coordinate programming activities conducted by the application development team as needed.
  
• Confer with other business and technical personnel to resolve problems of intent, inaccuracy, or feasibility of computer processing and project design, and determine whether modifications or enhancements are necessary.
  

Standards and Documentation

• Define and document processes to be used by all application developers on the team, and identify best practices and standards for the use of the product.
  
• Update system and process documentation and produce user guides, entity relationship diagrams, and standard operating procedures, including Visio network design drawings.
  
• Plan, research, and recommend new equipment, software tools, and related technologies.
  
• Identify improvements to project standards in order to achieve high quality services and products.
  

Required Skills and Experience

• 15+ years developing enterprise applications using Microsoft technologies within a distributed (n-tier) architecture
  
• 13+ years conveying technical and functional concepts for a specific technical specialty
  
• 13+ years preparing complex technical documentation
  
• 11+ years developing applications using C# and ASP.NET
  
• 11+ years with database technologies, development methodologies, and front-end (for example, Cognos) and back-end (for example, SQL) programming languages
  
• 11+ years developing enterprise applications that interact with Microsoft SQL Server or Oracle databases
  
• 10+ years with Visual Studio 2010 and later versions with .NET Framework 2.0 through 4.6.2 using C# and VB
  
• 7+ years of strong ETL experience in data warehouse and business intelligence platforms
  
• 7+ years working with databases using ADO.NET
  
• 6+ years with Windows Communication Foundation (WCF) and service-oriented architecture
  
• 5+ years with JIRA, Bugzilla, or HP ALM tools
  

Desired Qualifications

• Hands-on experience with Java, XML, HTML, JavaScript, BPEL, PHP, or WebLogic
  
• Experience with SQL and procedural language development
  

Education

• Bachelor's degree in Information Technology or a related field, or equivalent experience (15+ years)
  

Work Requirements

• This is an onsite position in Washington, DC 20002.
  
• This contract is open to W2 or 1099 candidates only. Corp-to-Corp (C2C) candidates will not be considered.
  
• The final interview will be conducted in person.
