Position

THE POSITION

Under the general supervision of the Principal Technology Analyst or other assigned supervisor, an Applications Analyst performs the planning, configuration, implementation, administration, maintenance, enhancement, integration, testing, documentation, and support of the Districts enterprise business applications and serves as the technical liaison between Information Systems, District end user departments, software vendors, and consultants to ensure enterprise applications meet the District's operational needs.

This recruitment is being conducted to establish an eligibility list to fill current and upcoming vacancies within the classification during the life of the eligibility list, up to one year. The current opening is a full-time position located in the Finance and Technology Department.

Essential Duties

Plans, leads, and participates in enterprise application implementation projects including project planning, requirements gathering, scheduling, coordination of resources, configuration, risk identification, testing, implementation, and post-implementation support of the District's enterprise business applications including but not limited to the Enterprise Resource Planning (ERP), Electronic Document Management (EDM), Customer Service Information (CIS), and Enterprise Asset Management (EAM) systems.

Provides support for business processes and objectives using enterprise applications; designs, develops, maintains, and optimizes operational, financial, regulatory, and management reports, dashboards, and business intelligence solutions.

Analyzes, troubleshoots, and resolves software application issues; identifies, recommends, and implements system improvements, modifications, and upgrades involving enterprise applications.

Evaluates, recommends, implements, and utilizes Artificial Intelligence (AI) technologies to improve productivity, business processes, reporting, documentation, knowledge management, and software support activities while ensuring compliance with District policies, cybersecurity requirements, privacy regulations, and data governance standards.

Develops and maintains system documentation, configuration documentation, workflow diagrams, disaster recovery procedures, and technical standards.

Develops, optimizes, and troubleshoots Microsoft Structured Query Language (SQL) queries, stored procedures, views, and database objects.

Assists in maintaining application security, auditing, and compliance with District cybersecurity policies.

Monitors application data integrity and identifies and corrects data inconsistencies.

Manages vendor and consultant activities; coordinates vendor support requests and software maintenance agreements; evaluates vendors and products; prepares feasibility studies; recommends and establishes program objectives, priorities, and schedules.

Provides training, guidance, and work direction to lower-level Information Systems staff.

Performs other duties as assigned.

Qualifications

DEMONSTRATED KNOWLEDGE OF AND PERFORMANCE IN THE FOLLOWING AREAS:

  • Use of configuration management and/or diagnostic tools, monitoring applications and performance analysis tools;
  • Microsoft Structured Query Language (SQL) scripts, Crystal Reports, Power Business Intelligence (BI), and other reporting tools;
  • Enterprise software including Enterprise Resource Planning (ERP) systems, Customer Information Systems (CIS), Electronic Document Management Systems (EDMS), Enterprise Asset Management Systems (EAMS), and Relational Database Management systems;
  • Database design and structures;
  • Representational State Transfer (REST) and Simple Object Access Protocol (SOAP) web services and Application Programming Interfaces (APIs);
  • Emerging technologies, including Artificial Intelligence (AI), machine learning, and intelligent automation concepts applicable to enterprise business applications;
  • Data governance, cybersecurity, and privacy principles related to the use of AI-enabled technologies.

ABILITY TO:

  • Plan and lead major enterprise business application projects;
  • Perform technical configurations, customizations, and extend commercial off the shelf enterprise resource planning software;
  • Analyze and define problems, evaluate alternatives, and provide solutions;
  • Read, interpret, and apply technical publications, manuals, and other documents in performance of assigned tasks;
  • Communicate effectively, both orally and in writing, on technical issues to individuals with varying degrees of familiarity with information technology;
  • Establish and maintain effective working relationships with employees, consultants and vendors;
  • Report, track, and resolve complex enterprise application issues;
  • Prepare complex reports using business intelligence tools, Microsoft SQL, and other reporting tools;
  • Plan, organize, and coordinate work to meet changing priorities and deadlines;
  • Program in modern programing languages (e.g. PowerShell, Transact-SQL);
  • Evaluate, adapt, and apply new and emerging technologies, including Artificial Intelligence (AI), and recommend appropriate solutions to improve business processes and operational efficiency;
  • Evaluate AI-generated content for accuracy, completeness, bias, and compliance with District policies prior to operational use;
  • Provide training and guidance to others.

PHYSICAL AND SENSORY REQUIREMENTS:

  • Sufficient eyesight to read fine statistical reports and standard text and data on computer terminal screens;
  • Ability to speak and hear at normal conversational levels in person and over the telephone;
  • Manual dexterity to write legibly and to use calculations, computer terminal, and other general office machines;
  • Ability to lift and carry up to approximately 25 pounds and to reach, bend, or crouch to use files and records

Training and Experience Guidelines

Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically:

EDUCATION: Bachelor's degree in computer science, information systems, or a related field.

EXPERIENCE: Three (3) years of experience supporting enterprise business applications, including application configuration, implementation, troubleshooting, reporting, systems integration, and user support.

REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:

A valid California Class C Driver's License must be maintained at all times.

DESIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:

  • Cloud and platform development certification such as Microsoft PL-400 Power Platform Developer Associate, CompTIA Cloud+, and CompTIA Server+
  • Data and database management certification such as Microsoft DP-300 Azure Database Administrator Associate and CompTIA Data+
  • Business Analysis certification such as IIBA Certification of Capability in Business Analysis (CCBA) and IIBA Certified Business Analysis Professional (CBAP)
  • Project Management Professional (PMP) certification

ELIGIBILITY LIST

Those candidates who pass the structured interview will be placed on an eligibility list for the classification in order of their score, ranked from the highest to the lowest score. Eligibility lists are valid for up to one year, unless a new eligibility list for the same classification is established.

SELECTION INTERVIEW

Typically, the top three ranks from the eligibility list are invited to a selection interview with the hiring supervisor and other district representatives. The hiring supervisor, with input from those who assist on the selection interview, selects a candidate for hire.

CONDITIONAL OFFER OF EMPLOYMENT

A conditional offer of employment will be provided to the prospective candidate after the selected candidate is approved by the General Manager. The conditional offer of employment is conditioned based on the candidate's successful completion of a background check, pre-employment physical and, depending on the position, a pre-employment drug test.

PRE-EMPLOYMENT PROCESS

The pre-employment process consists of a background check and post-offer pre-employment medical examination and drug screen (if applicable). The background check will consist of verification of information provided on the job application such as education, employment history, driving status, possession of certifications, references, criminal records, and other information required and deemed necessary for the position. A pre-employment drug test will be conducted for prospective employees who will be designated as a "covered employee" under the district's Drug and Alcohol Testing Policy, pursuant to Department of Transportation Regulations, as well as for prospective employees assuming safety-sensitive positions.

OFFICIAL OFFER OF EMPLOYMENT

After successful completion of the background check, pre-employment medical examination and, if required for the position, pre-employment drug test, an official written offer of employment will be provided to the candidate.

PROBATIONARY PERIOD FOR EMPLOYEES NOT DEEMED AT-WILL

This is a for-cause position. However, an employee hired into this classification is assigned a probationary period and is in at-will status for the duration of their probationary period. The probationary period is part of the examination process and is used to determine whether work performance or work-related behavior meets the required standards of the position. A probationary employee may be released at any time during the probationary period with or without cause or reason, without notice or appeal or grievance, and without any rights set forth in Memorandums of Understanding (MOUs). Unless otherwise specified by Memorandums of Understanding or the district's Hiring Policy, the probationary period for newly hired employees is 12 months of actual and continuous service. The probationary period can also be extended by the District at the discretion of the General Manager or their designee.

Medical Insurance

The District currently covers up to $2,153.74 per month of the monthly premium cost of the offered medical plans and offers a choice of HMO and PPO plans.

Dental Insurance

The District provides dental insurance for employees and their dependents.

Vision care

The District provides vision care for employees.

Life Insurance

Coverage is provided by the District in the amount of $50,000 plus annual base salary.

Short & Long Term Disability

The District provides coverage for continuation of two-thirds of salary, up to a maximum of $11,292 per month for absences, which qualify under the plans.

Vacation

Initially earned at 4.00 hours per bi-weekly pay period up to a total of 6.46 hours per pay period.

Holidays

The District observes 12 holidays per year.

Sick Leave

Employees earn 8 hours per month.

Deferred Compensation Plan

The District provides 3% of base salary deferred and matched on a dollar for dollar basis into either a 401(a) or a 457(b) plan.

Retirement

Tier I - 2% at 55 for employees defined as "Classic" members by the California Public Retirement System; 7% employee contribution.

Tier II - 2% at 62 for new members to CalPERS; Employees contribute 50% of normal cost up to an annual maximum, currently 7.00% of salary up to $159,733.

In addition to CalPERS, the District participates in Social Security. The District and employees contribute a required percentage of base wages for Social Security.

Retiree Medical Benefits

The District will contribute 75% of the Kaiser Permanente Traditional HMO plan at the employee only level for employees who retire with at least ten years of service and are at least 55 years of age.

Tuition Reimbursement

Employees may request up to $685 per course for continuing education reimbursement.

Flexible Spending Accounts

Employees may allocate up to $3,400 per year to pre-tax accounts for qualified medical and $7,500 per year for qualified dependent care expenses.

Wellness Center

Employees have access to an on-site fitness facility at no cost. Employees also have the opportunity to participate in a Wellness Program.

Physical Fitness Program

Employees may be reimbursed for up to $500/fiscal year for payment of costs with primary emphasis on preventive health maintenance, relative to obtaining/receiving a comprehensive physical examination, membership to private gym facilities, purchase of home gym equipment, or membership for at-home fitness programs.

Flexible Work Schedule

The District offers flexible work schedules based on the position and District operational needs. Up to two (2) partial or full days per week of telecommuting may be approved by the Department Director.
