Job Summary
The Applications Analyst (I) functions collaboratively as a leader, a consultant and a researcher with the primary responsibility of the effective implementation and support of assigned system(s).
The Applications Analyst role will have primary responsibility for the design, build/configuration, testing, validation, documentation and ongoing support for the District's applications. The Analyst will be responsible for obtaining and maintaining in-depth knowledge of the software functionality and acquiring/utilizing knowledge of the operational workflows to be implemented with their supported systems. The Analyst will be responsible for coordinating aspects of planning, design, development, training, implementation, communication, maintenance and evaluation of existing or new functionality related to the assigned system(s) and related information systems. This position assures critical production and test applications perform to quality specifications and are readily available for end users across the District.
Essential Functions
- Participates and assists in the build/configuration, implementation, evaluation, training, maintenance and coordination of assigned system(s) and related applications.
- Works with the District's Partners collaboratively to complete system design and configuration, implementation, management of complex issues and promote effective optimization of assigned system(s) and related applications.
- Develops and/or maintains an understanding of the organization, users and workflow in the analyst's assigned area.
- Participates in the analysis, development and maintenance of application processes and technologies.
- Converts user specifications into functional and technical specifications; assists and/or develops the building of requests; develops implementation timeframes.
- Participates in meetings, prioritization, resolution of conflicts, managing issues, and execution of defined project plans.
- Establishes professional relationship with users to enhance their experiences with the District technology and computer systems.
- Participates in evaluating the impact new or modified software will have on existing standards and systems.
- Assists in the troubleshooting of computer issues, to include processes/workflow, hardware and software related problems; resolves user calls in a timely manner; responds to escalation of specified issues and determines appropriate resource for resolution.
- Participates in the writing and/or and review of system documentation to describe system processes, installation and operating procedures for systems; provides training material and may write user manuals and create other user-specific training manuals as appropriate.
- Apply standard testing methodology to the review and test of new and modify systems with detailed testing scripts.
- Commits to the continuous improvement of the patient experience, which includes patient safety, quality of care and excellent service.
- Participates in the review and development of the gap analysis between the future state and current state business/workflows.
- Assists the stakeholders in identifying the change management efforts required to ensure adoption of the new technology, or process change critical for effective preparation of the sites to ensure smooth deployment of the assigned system(s).
- Ensures effective communication with end users, District partners and project team with the right message to the right audience at the right time.
- Conducts validation testing of data imported into the assigned system(s) and related applications.
- Provides customer support to troubleshoot and resolve critical production application problems.
- Develops knowledge of the federal, state and local healthcare regulatory requirements, analyzes applicability to systems and implements appropriate solutions within the District's environment.
- Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.

Education
- Associate's of Science degree in Business, Nursing or other Clinical Degree, or in related field such as CIS required.
- Bachelor's of Science degree in the same criteria highly preferred.
- Minimum of three (3) to five (5) years' experience in healthcare information systems may be considered in lieu of degree.
Experience
- One (1) to three (3) years' experience in the analysis, design, implementation, support, and maintenance of computer systems preferred.
- Preferred previous experience with implementing, configuring and/or supporting vendor supplied software.
Certification
- Ability to become certified within 6 months, as required.
Licensure
- Valid Driver's License required.
