MINIMUM TRAINING & EXPERIENCE

The following education and experience will be accepted:

  • Bachelors Degree in Business Administration, Public Administration, Information Technology or a related field plus five (5) years of progressively responsible experience in enterprise application support, systems administration or Information Technology operations; OR
  • Associate Degree in Business Administration, Public Administration, Information Technology or a related field plus seven (7) years of progressively responsible experience enterprise application support, systems administration or Information Technology operations; OR
  • High School Diploma plus nine (9) years of progressively responsible experience enterprise application support, systems administration or Information Technology operations.

A minimum if three (3) years of supervisory experience required. Experience working in a municipal, governmental or public sector environment is preferred. Must possess a valid Florida Driver's License and have and maintain an acceptable, safe driving record.

GENERAL STATEMENT OF JOB

Under general supervision, performs professional work in the coordination and support of Citywide application projects. Responsible for the leadership, coordination and operation oversight of the City's enterprise application ecosystem. Maintains centralized, decentralized, and remote network services. Ensures the secure, reliable and efficient delivery of application services across all City departments. Manages the full lifecycle of application administration including configuration, release evaluation, testing, integration support, user acceptance coordination and production deployment. Ensures that enterprise systems consistently align with organizational goals, operational needs and regulatory requirements. Serves as primary liaison between the IT Department and internal business units regarding application-related initiatives. Provides expert guidance on process improvements, system capabilities and technology solutions. Develops and enforces application standards, documentation practices and quality assurance procedures. Coordinates cross-departmental requirements gathering. Leads roadmap planning for application modernization and optimization efforts. Employee must exercise initiative and independent judgment in all phases of work and have the ability to lead multidisciplinary technical staff in a fast-paced environment. Reports to the Director of Information Technology.

SPECIFIC DUTIES & RESPONSIBLITIES

ESSENTIAL JOB FUNCTIONS

Oversees the City's enterprise application portfolio, including system configuration, upgrades, security, maintenance, testing, documentation and lifecycle planning.

Leads planning, coordination and execution of application enhancements, patches, releases, integrations and cross-departmental technology initiatives.

Evaluates system functionality, release notes, vendor updates and operational impacts to ensure system stability and optimal performance.

Develops and maintains multi-year application roadmaps, including modernization efforts, cloud migration strategies, licensing optimization and legacy system retirement planning.

Ensures application environments comply with City policies, regulatory requirements, cybersecurity standards and industry best practices.

Plans, organizes and manages application-related projects to ensure timely, high-quality delivery aligned with departmental and City objectives.

Coordinates project resources, schedules, testing cycles, data validations and departmental implementation activities.

Facilitates business process analysis, requirements gathering, system impact assessments and technical solution planning for application-related initiatives.

Establishes and maintains consistent procedures for configuration management, documentation, change control and quality assurance across the Applications Team

Serves as the primary liaison between IT and all City departments regarding application issues, enhancements, workflow improvements and support requests.

Works with department leaders and subject-matter experts to identify operational needs, evaluate system capabilities and recommend technology-based solutions.

Communicates system changes, timelines, risks, impacts and training needs to ensure smooth transitions during application updates or process changes.

Ensures timely, accurate and customer-focused support is provided for mission-critical systems and department operations.

Assigns work, manages workloads, monitors performance, evaluates quality of results and provides mentoring and coaching to staff.

Develops team competencies through cross-training, skills development and continuous improvement initiatives.

Establishes performance standards, service level expectations, ticket handling protocols and escalation procedures to maintain high-quality service delivery.

Conducts regular staff meetings, performance evaluations and professional development planning for all supervised personnel.

Oversees creation and maintenance of test scripts, user acceptance testing plans, regression testing, validation procedures and production deployment checklists.

Ensures all application changes follow structured testing, documentation and approval processes.

Establishes comprehensive documentation standards for configurations, workflows, integrations, data dictionaries, security roles and support procedures.

Ensures documentation is maintained, accessible, and audit-ready for internal, regulatory and cybersecurity compliance purposes.

Oversees analysis and resolution of complex application problems, system errors, user issues and performance bottlenecks.

Coordinates with vendors, IT Operations and departmental personnel to remediate application incidents and ensure minimal service disruptions.

Prioritizes and manages support queues to ensure timely response and resolution, especially for high-impact or time-sensitive issues.

Establishes and tracks operational metrics, performance indicators and reporting related to application performance and team effectiveness.

Provides input for application-related budget planning, including licensing, maintenance agreements, professional services and system modernization costs.

Coordinates vendor activities, evaluates proposals, negotiates service levels and oversees third-party engagements related to application support and development.

Manages procurement activities for application-related products, tools and services and ensures compliance with City purchasing policies.

Oversees after-hours updates, emergency deployments and critical system incidents requiring coordinated team response.

Ensures appropriate planning, communication, risk mitigation and validation for all after-hours or high-impact system changes.

This position is General Exempt and is covered under Personnel Policies and the Administrative Code.

Health Insurance: Health care plan options include HDHP, OAPIN and OAP through Cigna.

Dental Insurance: Dental coverage is offered in three plans that include DHMO & PPO High/Low plans.

Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employees cost up to the Guaranteed Issue amount of $250,000.

Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employees cost.

Short Term Disability: Coverage pays 66 2/3% of employees annual base salary during a short-term disability period not to exceed 26 weeks.

Long Term Disability: Coverage pays 66 2/3% of employees salary at time of disability after a 180 consecutive day waiting period.

Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.

Holidays: 11 holidays and 1 birthday holiday and 1 floating holiday.

Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service. Administrative leave for exempt employees - 48 hours per year.
