    Context of Job:

    The Office of Educational Technology (OET) provides technology support to faculty and staff in the College of Education and Human Development (CEHD), to other departments within the University, and to clients external to the University of Delaware. As part of its services, OET provides web and database development and design and mobile app creation.

    The Applications Programmer III implements the application development life cycle. The incumbent leads all phases of the process including design, documentation, and development of custom applications for the web and desktop and mobile devices. The Applications Programmer III develops estimates and proposals for work to be completed by OET. The incumbent also communicates with clients, OET staff, UD Office of Communications and Marketing and IT staff, and third-party vendors, as needed, to provide quality custom software.

    This position reports to the Manager of the Office of Educational Technology.

    Major Responsibilities:

    • Manage application, web, and database development projects, including meeting with clients to determine requirements, engage in solution design (independently or with internal or external collaborators, as appropriate), and follow all appropriate project management procedures including UD's technology request process when required.
    • Management and development of complex, responsive and robust WordPress themes requiring knowledge of the WordPress API, PHP, MySQL, and jQuery.
    • Manage the development of custom web applications written in C#/ASP.NET.
    • Manage the development of custom databases that may not use a web interface in Microsoft SQL, MySQL, and PostgreSQL.
    • Manage the use of generative AI in these and other applications as requested within the guidelines of UD policies for such technology as well as industry best practices.
    • Manage the work of student workers or other contract hires.
    • Ensure that websites, databases, web applications, and mobile applications comply with all UD data security, data privacy, accessibility and content policies, as well as industry best practices.
    • Research and implement best practices for developing code, including choosing programming platforms, productivity tools, and systems.
    • Maintain and update repositories of documentation shared by OET and its clients for all custom applications.
    • Maintain shared code repositories of custom applications that track code changes and make code accessible to OET staff.
    • Within a team and independently, develop and deliver presentations and special programs to CEHD students, faculty, and staff and external clients on WordPress, STEM-based classroom activities, and other topics.
    • Develop and manage delivery of educational applications for faculty and staff in compliance with all known government (i.e., Child Online Protection Act) and University of Delaware (data security and privacy policies, terms of use) policies.
    • Perform other duties as assigned.

    Qualifications:

    • Bachelor's degree with three years of relevant experience, or equivalent combination of education and experience. An educational technology or teaching background is preferred.
    • Experience managing the work of others.
    • Excellent oral and written communication skills and organizational skills.
    • Detail oriented, able to manage multiple projects, and able to work within a team or independently.
    • Desire to learn new skills.
    • Two years of experience developing custom WordPress sites and themes, including using custom types, WordPress hooks, WordPress filters, and PHP, or four years of experience customizing another web content management system preferred.
    • Two years of experience developing custom web applications using ASP.NET and SQL Server, or equivalent programming language and database combination preferred.
    • Two years of experience developing mobile applications for iOS or Android mobile platforms preferred.
    • Two years of experience designing and delivering presentations to diverse groups, including technical and non-technical users preferred.
    • One year of experience programming or working with generative AI (such as Copilot, Claude, or ChatGPT) preferred.
    • Experience with web accessibility standards such as WCAG preferred.
    • Experience with the latest WordPress block-based editor preferred.
