Appraiser Analyst I, Residential Valuations

Salary: Starting at $52,530 (commensurate with experience)

Summary: This position involves the valuation of residential real estate for ad valorem purposes by applying standard appraisal techniques, including sales comparison, income, and cost approaches.

Duties and Responsibilities: The duties of the Appraiser Analyst I, Residential Valuations, include, but are not limited to the following:

• Participate in collecting, analyzing, and reviewing residential property data in Orange County, Florida.
• Identify problems, collect data, and establish facts regarding unusual value cases. Independently draw conclusions and recommendations consistent with office policies based on Florida Statutes and Florida Department of Revenue (DOR) guidelines.
• Perform residential real estate research, including comparable sales data, comparable rental data, market trends, and market-derived gross rent multipliers.
• Perform necessary mass updates into the Computer Assisted Mass Appraisal system (CAMA) and verify the accuracy and validity of resulting changes to value.
• Review residential properties with owners or their representatives; make value adjustments when warranted and justify the changes.
• Prepare parcel splits and combinations with correctness in respect to guidelines and valuation aspects.
• Assemble supporting valuation and assessment data and appear as an expert witness or give testimony during litigation proceedings. Provide support in all stages of litigation.
• Geographical competency of the real estate market in the Orlando Metropolitan Statistical Area (MSA), including the real estate market within Orange County, FL, is preferred.
• Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes.
• Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with office policy.
• Performs other duties as assigned. Duties, responsibilities, and activities may change at any time with or without notice.

Supervisory Responsibilities: This position does not have direct reports.

Skills and Qualifications:

• Years of experience required: Two (2) years of assessment experience is required in addition to the education requirements listed below.
• Education: A bachelor's degree from a four-year college or university is preferred in business administration, real estate, finance, accounting, and economics.
• Substitution: Two years of experience as an appraiser in a government assessment office, or two years of experience as a private real estate appraiser, or an equivalent combination of education, training, and experience that would reasonably be expected to perform the job-specific competencies.
• Certificates, licenses, and registrations: A state-certified appraisal License is preferred, and one must obtain the Certified Florida Evaluator (CFE) within three years, given course availability. The employee is eligible to begin the CFE designation process following successful completion of the six-month introductory period and will be eligible for CFE incentive pay upon successful program completion.
• Additional Skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations; proven attention to detail, reliability, and outstanding organizational skills; and ability to prioritize multiple projects under minimal supervision.
• Knowledge and ability to clearly communicate, in writing and orally, concepts related to commercial real estate valuation.
• Ability to research and interpret sales terms for qualification.
• Ability to read and interpret maps, blueprints, plats, and aerial photos.
• Ability to render identifications and technical descriptions concerning structural features, construction methods, and quality of construction.
• Language Skills: Bilingual in English and Spanish preferred.
