Class Summary

Job Description

A Personal Property Appraiser reviews and processes marine, aircraft, and business personal property returns to determine fair market value. The incumbent also: performs desk audits of business personal property records to ensure compliance to local personal property rules and regulations, maintains and updates personal property records, and provides support to taxpayers via telephone, email, and in-person communication by answering questions about assessments, valuations, and exemption qualifications in accordance with Georgia law. The Appraiser I is the introductory appraisal position in the Tax Assessors Office and works under close supervision. This appraiser position will work in the Personal Property section and will report to the Personal Property Manager.

Essential Duties

  • Conduct Accurate Property Valuations: Assess the fair market value of personal property, such as business equipment, machinery, and inventory, boats and aircrafts using standardized methods in compliance with Georgia tax regulations
  • Perform Field Inspections: Visit businesses and properties to inspect personal property, verify its condition and use, and ensure proper reporting for accurate assessment
  • Maintain and Update Property Records: Input and manage personal property data in the county's appraisal system, ensuring that all records are accurate, up to date, and ready for tax assessments
  • Analyze Financial Data: Review and interpret financial documents, asset listings, and depreciation schedules to determine the value of taxable personal property
  • Review Taxpayer Returns: Audit personal property tax returns submitted by businesses and individuals, verifying reported values and ensuring compliance with state laws
  • Review and research of incomplete Tax Returns: Research incomplete returns obtaining additional information such as balance sheets and depreciation schedules from business and property owners to determine value of personal property liable for ad valorem taxation
  • Defend Property Valuations: Prepare and present evidence to defend property valuations in response to taxpayer appeals, representing the county's position at Board of Equalization hearings
  • Personal Property Valuation Presentation and Board Interaction: Prepare Personal Property valuations for presentation to the Board of Assessors and respond to board members questions to ensure clarity and understanding
  • Process Exemption Applications: Evaluate applications for personal property tax exemptions and make recommendations based on eligibility criteria outlined in Georgia law
  • Communicate with Taxpayers: Provide detailed explanations to taxpayers about how personal property values are determined, via e-mail, telephone and in person

Public Speaking Duties

  • Present Personal Property valuations at Board of Assessor meetings.
  • Assist taxpayers over the phone.
  • Engage in face-to-face interactions with walk-in taxpayers.

Grade

The grades for these positions are: B23(2)- Appraiser I, B24(2)- Appraiser II, B25(2)- Appraiser III, and C41(2)- Appraiser IV. Salary will be dependent on education and experience.

Base Hiring Salary Ranges:

Appraiser I - $50,270.00

Appraiser II - $54,670.00

Appraiser III - $59,452.00

Appraiser IV - $64,655.00

Minimum Qualifications

Appraiser I (Grade B23(2))

  • High School Diploma, or G.E.D. AND
  • One year of related experience OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • GA Dept of Revenue Appraiser I Certification as defined by the current rules and regulations of Georgia must be obtained within 12 months of employment.

Appraiser II (Grade B24(2))

  • High School Diploma, or G.E.D. AND

  • Two years of appraiser experience OR

  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

  • Appraiser II Certification from GA Dept of Revenue as defined by the current rules and regulations of Georgia (must be attached to application).

Appraiser III (Grade B25(2))

  • High School Diploma, or G.E.D. AND
  • Four years of appraiser experience OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Appraiser III Certification from GA Dept of Revenue as defined by the current rules and regulations of Georgia (must be attached to application).

Appraiser IV (Grade C41(2))

  • Must be a graduate of an accredited college or university with a two-year degree AND
  • Five years of increasingly responsible experience in the appraisal field
  • Two (2) years of appraisal experience may be substituted for each year of college required
  • Appraiser IV Certification from GA Dept of Revenue as defined by the current rules and regulations of Georgia (must be attached to application.
