Appraiser IThe County of Monterey's Assessor's Office locates taxable property, establishes ownership, determines values, and applies legal exemptions. The Appraiser I is responsible for real‑property appraisals for tax assessment purposes. This entry‑level classified position involves routine field work and office tasks, with training and opportunities for advancement.Typical schedule: Monday–Friday 8:00 am–5:00 pm. Office located in Monterey County.We are looking for someone who:Pays attention to details.Works well in a team environment.Asks questions to seek understanding.Is a self‑starter.Is flexible.Is honest and ethical.A few reasons you might love this job:Work in a dynamic environment with strong values and integrity.Interact with peers and the public.Read and understand methods real property can be valued for tax purposes.Receive extensive training on valuation methods.Provide a vital service that supports the County's mission.A few challenges you might face with this job:Difficulty understanding and applying various valuation methods.Work with some difficult or dissatisfied taxpayers.ResponsibilitiesPerform routine duties in the appraisal and assessment of real property.Assist in making economic and cost studies of real property; calculate and verify cost estimates.Study, measure, plot, and describe construction characteristics of residential, commercial, and farm buildings; classify them by use, type of construction, and quality.Answer taxpayers' questions about specific appraisals and the assessment process.Prepare reports and forms from field information to determine tax assessments and update records.Assemble and analyze sales and income data related to real property; estimate construction costs and depreciation.Interview owners, real‑estate agents, independent appraisers, and others to obtain sales terms and related data to determine property values and develop comparable sales information.QualificationsThe successful candidate will have:Working knowledge of basic mathematical concepts.Skill and ability to keep accurate records, prepare clear reports, operate office equipment, communicate effectively, provide courteous customer service, and maintain reliability.Minimum qualifications to qualify for a Temporary Appraiser's Certificate are as follows:Graduation from an accredited four‑year institution of higher education.Graduation from high school (or equivalent) and four years of relevant experience within the last ten years in any of the following occupations:An accountant, auditor, real‑property appraiser, building cost estimator, engineer, real‑estate loan agent, real‑estate loan underwriter, right‑of‑way agent, licensed building contractor.A real‑estate licensee licensed by the California Department of Real Estate engaged in buying, selling, leasing, or managing real estate.An appraiser aide or appraiser trainee in an assessor's office or in the property taxes department of the Board.An employee other than an appraiser, appraiser aide, or appraiser trainee of an assessor's office or of the property taxes department of the Board, with the employment time limited to qualifying for only 2/3 of the four‑year experience requirement; the remaining 1/3 must be accumulated by other relevant experience or education.Four years of relevant experience or a combination of experience and education totaling four years can replace the educational requirement in Option I.Conditions of employment:Temporary Appraiser's Certificate issued only upon meeting minimum qualifications per Options I–III.Permanent Appraiser's Certificate to be obtained within one year of appointment; failure to obtain will result in termination.Completion of at least 24 hours of State‑board approved training every year.Valid California Class C driver license with satisfactory record.Background review for employment.Flexible schedule, including evenings, weekends, holidays, disaster and emergency duties, and travel.BenefitsThe County of Monterey offers an excellent benefit package.
