Job Summary

This position is responsible for accurately identifying and marking the location of underground electric power lines, gas lines, water lines, wastewater lines, stormwater lines, and related infrastructure. The Utility Locator is vital for ensuring the safety of construction and excavation crews, preventing accidental damage to electric lines, water/wastewater lines, natural gas lines, stormwater lines, and minimizing service disruptions.

Essential Duties and Responsibilities and Supervision Required

• Accurately locates lines for Electric, Gas, Water, Wastewater, and Stormwater, utilizing specialized equipment (electromagnetic locators and Ground Penetrating Radar (GPR)) to precisely identify and mark the presence and path of underground cables and lines.
• Read and interpret technical documents; analyze utility maps, blueprints, and as-built drawings to understand the layout and depth of infrastructure.
• Clearly and accurately mark the location of lines using appropriate markers (i.e., paint, flags) according to industry standards and regulations.
• Document and maintain detailed records of location activities, including maps, sketches, photos, and any discrepancies encountered.
• Effectively communicate with construction crews, utility companies, homeowners, departmental personnel, and other stakeholders to coordinate locate activities and ensure safe practices.
• Troubleshoot and resolve any technical issues or challenges encountered during the locating process.
• Strict adherence to all safety protocols/procedures, specifically those working near electric, gas lines, water/wastewater lines, all underground utilities, and traffic to ensure personnel safety and the safety of the public.
• Will be required to respond to emergency situations, on-call rotation, and after-hours locate requests.

Minimum Qualifications, Experience, Training, & License

• High School Diploma/GED
• Experience in utility locating or related experience (i.e. construction, surveying) is preferred.
• Proficiency in using utility locating equipment and technology.
• Valid driver's license.

Required Knowledge Skills Abilities

• Must be able to read and interpret technical maps, blueprints, and utility records.
• Must have strong communication skills, both verbal and written.
• Must be detail-oriented, with exceptional attention to detail and accuracy.
• Must have knowledge of the State of Alabama 811 laws.
• Must be able to write legibly and clearly.
• Must have the knowledge and ability to troubleshoot and resolve technical issues.

Supervision:

The employee will work independently with minimal supervision. The Lead Locator and General Foreman provides assignments, and the employee continuously updates the supervisor on work progress.

Physical Demands (with or without accommodations):

Must be able to walk 1-3 miles daily, if needed, carrying equipment.

Must be able to work in inclement weather conditions (extreme hot/cold).

Must be able to walk on uneven terrain, lifting and carrying equipment.

Must be able to bend, stoop, work in confined spaces, and lift up to 75 lbs.

Must be able to drive a vehicle.

Equipment/Tools Used:

Computer, IPad, automotive vehicle, communication equipment, GPS equipment, and locating equipment.

Additional Note:

This is a SAFETY-SENSITIVE position requiring the ability to pass a drug and alcohol test mandated by the City of Florence and PHMSA (Pipeline and Hazardous Materials Safety Administration).
