POSITION 2: Apprenticeship Program Manager
JD for Recruitment:
  • Designs and launches apprenticeship program structure combining on-the-job employment with related instruction
  • Manages registered apprenticeship administration and compliance
  • Onboards and manages relationships with participating rural healthcare employers
  • Ensures apprenticeships are net new and aligned to documented workforce shortage roles
  • Tracks 5-year service commitments and develops enforcement mechanisms
  • Coordinates with other Mountain State Care Force initiatives for referral pathway integration
  • Develops the Apprenticeship Replication Playbook (required deliverable)
  • Minimum 5 years in apprenticeship program administration, workforce development, or healthcare workforce pipeline management
  • Experience with US DOL registered apprenticeship programs preferred
  • Rural healthcare or HPSA community experience strongly preferred

This grant specifically serves rural West Virginia communities and HPSA (Health Professional Shortage Area) designated counties. The evaluation criteria heavily favor candidates with rural healthcare experience. When sourcing resumes, please PRIORITIZE candidates who have:
- Worked in or with rural healthcare communities (WV, Appalachian region, or any rural/HPSA-designated area)
- Experience with rural workforce development, rural health staffing, or rural community health programs
- Knowledge of rural healthcare workforce shortages and underserved area dynamics
- Any prior work with rural hospitals, rural health clinics, FQHCs, or rural health systems
- Experience placing or training healthcare workers in rural or remote settings
