OVERVIEW
Assignment
This full-time contract Archaeologist assignment will function as a Cultural Resource Specialist, providing professional support and assistance to the Historic Preservation (EH) organization at *** (BPA). This assignment will support BPA s Federal Columbia River Power System (FCRPS) Cultural Resource Program, which requires substantial coordination between BPA and partner agencies (the US Army Corps of Engineers [USACE] and the Bureau of Reclamation [Reclamation]) to address cultural resources compliance pursuant to Section 106 of the National Historic Preservation Act (NHPA), including attendance at and coordination of at least 16 meetings per year between BPA, USACE, Reclamation, tribes, state historic preservation offices, and land managing agencies. The primary purpose of this assignment is to provide professional knowledge in the inventory, evaluation, protection and management of prehistoric and historic resources. This assignment will require the ability to balance and prioritize multiple assigned projects and interact with a wide variety of BPA internal personnel and management, as well as federal, state, and tribal officials and other interested parties.
Organization
The EH organization obtains information on cultural/historic/archeological resources that may be affected by BPA s and partner agencies (Reclamation and USACE) ongoing operations of the Federal Columbia River Power System (FCRPS), BPA s ongoing transmission line maintenance, and BPA s fish and wildlife habitat restoration program. BPA utilizes a variety of systems to record, maintain and track information for analyses, consultations and reporting in accordance with federal and state laws. This is a semi-active position as travel to meetings and site visits are balanced by a collaborative office environment. This organization is looking for problem solvers that can work without heavy supervision but are also comfortable in a team environment. Work-life balance is valued by this org.
ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
With oversight and approval from the BPA manager:
Draft and recommend plans for cultural resource fieldwork, including pedestrian survey, subsurface testing, and site monitoring. When requested, review background research, field inventories (including subsurface testing) and resulting reports and other project deliverables that, depending on nature/type of project, meet the requirements of various state historic preservation offices, tribal historic preservations offices and other consulting parties.
Assist in tracking, prioritizing, and monitoring numerous projects/tasks simultaneously; track / monitor program and/or project expenditures, alerting appropriate BPA manager and/or COR of potential issues / concerns.
Evaluate cultural resources for eligibility for inclusion in the National Register of Historic Places in accordance with regulations implementing the National Historic Preservations Act (NHPA); including drafting supporting documentation
for consultation with state and tribal historic preservation offices and other interested parties.
Facilitate/coordinate/attend off-site meetings in BPA s service territory including: preparing and distributing agendas, taking and distributing meeting notes, facilitating hybrid meetings, preparing, compiling, copying, etc. meeting materials, and coordinating with program participants who may represent other federal and state agencies and tribes. Many meetings require multiple day travel.
Participate as a team member in preparing National Environmental Policy Act (NEPA) and NHPA documents (i.e., drafting or reviewing relevant reports, forms, meeting notes, and sections of documents), detecting/identifying special cultural resource considerations and potential associated impacts.
Draft, edit, and review contract statements of work (SOWs) and the associated deliverables for review and acceptance by BPA manager, Project Manager(s) and/or Contracting Officer s Representative (CORs).
Communicate with internal and external parties regarding the FCRPS Cultural Resource Program project status, with BPA management review. Note: All formal communications must be aligned with and complimentary to other BPA and DOE public policy statements, programs, and direction and reviewed by Federal personnel.
Maintain, process, disperse / destroy electronic and hard copy records (compliance reports, site records, spatial data, etc.), files and filing systems in accordance with federal compliance guidelines, records schedules, and the Information Governance & Lifecycle Management (IGLM) standards and procedures.
May prepare and review cultural resource management plans and project plans, recommending specific actions needed for long term cultural resource protection, including priorities, costs and schedules for BPA management review.
Provide expertise and recommendations on the compliance of various proposed undertakings with federal cultural resources laws, their associated regulations, utility and federal policies and guidelines, including Department of Energy (DOE) tribal policies and guidance.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Master s degree in Archaeology, Anthropology or directly-related field is preferred.
Bachelor of Arts or Science in Archaeology, Anthropology or directly-related field is required.
With an applicable Bachelor s or Master s degree, 5 years professional work experience or equivalent specialized training in archaeological research, administration or management is required.
Required Technical Skills & Experience (required on matrix)
6 months of supervised field and analytic experience in BPA s service territory (Washington, Oregon, Idaho, Montana, California, Nevada, Wyoming).
Working knowledge of the National Historic Preservation Act (NHPA); demonstrated experience with and/or knowledge of Section 106 of the NHPA.
Extensive experience in conducting archaeological field inventories and producing written technical reports.
Preferred Skills & Experience (optional on matrix)
Archaeological experience within the Columbia River and Snake River Basin.
Knowledge of the National Environmental Policy Act (NEPA).
Understanding of GIS, including a working knowledge of ArcGIS Pro, and GPS technology.
Knowledge of reservoir impacts to historic properties, electrical transmission systems, and fish and wildlife mitigation programs.

Valid U.S. Driver s License is required.
First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.
PPE Requirements
White Hard Hat
Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.
Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.
User Type:
Rare: Intended for workers who will work less than 5 days per month in substations or around energized electrical equipment.
Additional PPE required by State or Federal OSHA for the work being performed. Refer to Ad-hoc PPE Requirement Appendices.
Hazards & Risks
Assignment requires occasional walking, bending and stooping.
(Work may require conducting fieldwork that may require walking up to 5 miles per day, sometimes to remote sites over rough terrain, and/or near transmission line facilities, working in extreme and sometimes inclement weather conditions while carrying equipment weighing up to 20 pounds.)
Assignment requires a minimum level of physical ability sufficient to lift, carry, move and stack equipment weighing up to 20 pounds.

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.
