IntroductionPosition Specific Recruitment for an Assessor Manager, Commercial & Industrial at MD SDAT Real Property Division, Baltimore City Assessment Office.Grade19Location of PositionDepartment of Assessments and Taxation, Baltimore City Assessments Office, 6 Saint Paul Street, 11th Floor, Baltimore, MD 21202Main Purpose of JobTo supervise Assessor Supervisors and manage the Commercial and Industrial assessment team within the Baltimore City Assessment Office.Position DutiesManage and oversee activities and assignments of Commercial & Industrial assessor teams to ensure timely completion of annual assessment workloads while maintaining compliance with office guidelines, departmental policies, procedures, and applicable regulations.Review and evaluate the work completed by staff to assess work quality and ensure departmental or office procedures and guidelines are maintained through tracking completion of land rates, market value indicators, sales ratio studies, and various mainframe and AAVS edits for property valuations.Coordinate and ensure various operations (TDTs, merges, uploads/downloads, table management) are executed in the AAVS system to maintain property records per the AAVS Users Manual and coordinator guidance.Provide assistance and support to clerical staff by completing and approving transfer documents and calculations, and calculating appropriate values resulting from subdivision, separation, or changes of use.Perform other duties as required.Minimum QualificationsNine years overall experience, including four years of appraisal experience estimating real property value under USPAP, and five years of appraisal experience with valuation of real property and completion of IAAO courses 101, 102, 300 (or equivalent approved courses).Candidates may substitute a bachelor's degree from an accredited college or university for the four years of required appraisal experience.Candidates may substitute U.S. Armed Forces commissioned officer experience in tax examining classification or specialty codes in accounting and budget field of work on a year‑for‑year basis.Desired or Preferred QualificationsTwo years of supervisory experience.Experience in the valuation of residential, commercial, and industrial properties and the assessment appeals process.Working knowledge of the AAVS program.Understanding of Maryland real property tax laws and IAAO standards.Limitations on SelectionMust be willing to work in Baltimore City.Licenses, Registrations and CertificationsEmployees may be required to possess a valid motor vehicle operator's license in Maryland if duties involve operation of a motor vehicle.Special RequirementsDaily use of a motor vehicle may be required while on official State business, with standard mileage allowance for private vehicle use.Any real estate broker, sales, or insurance license must be placed in ‘Inactive' status upon appointment.Employees are prohibited from outside activities such as private appraisals that conflict with duties.BenefitsHealth, dental, and vision insurance at low cost.Personal leave: 6 days annually (prorated).Annual leave: 10 days per year.Sick leave: 15 days per year.Parental leave: up to 60 days paid.At least 12 state holidays per year.Retirement pension.Student loan forgiveness participation.Free Mass Transit Benefit (Baltimore Light Rail, Metro Subway, Bus Service).#J-18808-Ljbffr
