    Description

    Position Summary:

    The Asset Manager is responsible for ensuring the long-term financial health, regulatory compliance, and physical sustainability of Northwest Housing Alternatives' affordable housing portfolio. The position oversees the economic, financial, physical, and compliance performance of multifamily housing communities and single-family group homes while providing strategic oversight of capital improvement projects, financial planning, and risk management. The Asset Manager works collaboratively with internal departments, third-party property management companies, contractors, lenders, investors, and regulatory agencies to support long-term asset preservation and organizational objectives. The position also supports the organization's commitment to diversity, equity, inclusion, and equitable housing opportunities.

    Essential Duties and Responsibilities:

    The information provided below encompasses the functions and capabilities linked with this position.

    Financial Analysis & Risk Management

    • Review monthly operating reports, financial statements, budgets, and utility consumption for assigned properties; identify performance trends and recommend corrective actions.
    • Oversee annual property budget development, rent increase processes, contract renewals, and other recurring financial management activities.
    • Review audited financial statements and coordinate timely financial reporting with internal and external partners.
    • Monitor property cash flow, distributions, and overall financial performance.
    • Develop asset management strategies for properties under development.
    • Analyze Year 15 Low-Income Housing Tax Credit (LIHTC) properties and coordinate Limited Partner acquisition strategies.
    • Prepare reports, dashboards, presentations, and financial analyses for executive leadership, the Board of Directors, investors, lenders, and other stakeholders. Other duties as assigned.

    Compliance and Contract Management

    • Ensure compliance with applicable affordable housing financing programs and regulatory requirements, including HUD, LIHTC, Section 8, PRAC 811/202, HOME, CDBG, OAHTC, and related programs.
    • Maintain productive working relationships with third-party property management companies, lenders, investors, funding agencies, and regulatory partners.
    • Interpret and administer partnership agreements, loan documents, regulatory agreements, and related legal documents.
    • Manage and negotiate leases and lease renewals for group homes while monitoring lessee compliance and property maintenance.
    • Ensure timely and accurate regulatory and financial reporting.

    Physical Needs & Capital Project Management

    • Conduct property inspections and assess building conditions in collaboration with third-party specialists.
    • Plan, coordinate, and oversee capital needs assessments, preventative maintenance planning, and capital improvement projects.
    • Manage replacement reserve accounts, reserve transfer requests, and long-term capital planning.
    • Develop and maintain relationships with contractors, consultants, and preferred vendors.
    • Coordinate emergency repairs and ensure timely documentation and compliance with funding and regulatory requirements.

    Departmental Support

    • Provide technical support in developing portfolio capital plans and budget strategies.
    • Assist with departmental reporting, financial analysis, portfolio data management, and operational support.
    • Prepare periodic reports for lenders, investors, and public funding agencies.
    • Perform other duties as assigned.

    Required Knowledge, Skills, and Abilities:

    The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.

    • Knowledge of affordable housing asset management principles and best practices.
    • Knowledge of affordable housing finance programs, compliance requirements, and regulatory reporting.
    • Financial modeling, investment analysis, budgeting, and risk assessment skills.
    • Ability to analyze complex financial and operational information and recommend practical solutions.
    • Strong project management skills with the ability to manage multiple concurrent priorities.
    • Ability to interpret financial, legal, and regulatory documents.
    • Strong relationship-building skills with property management companies, contractors, lenders, investors, regulatory agencies, and community partners.
    • Excellent written, verbal, and presentation communication skills.
    • Advanced proficiency in Microsoft Excel, Outlook, Microsoft Office 365, and familiarity with property or asset management software.
    • Ability to work independently while collaborating effectively across departments.
    • Strong organizational, analytical, and problem-solving skills.
    • Demonstrated commitment to diversity, equity, inclusion, and social equity in housing.

    Job Qualifications

    The following qualifications are required to perform the essential functions of this position.

    Required

    • Bachelor's degree in Business Administration, Real Estate, Finance, or a related field; or an equivalent combination of education and experience.
    • Minimum of four (4) years of experience in asset management, real estate development, affordable housing, or a related field.
    • Experience in financial modeling, investment analysis, and risk assessment.
    • Experience leading projects involving multiple stakeholders.
    • Valid driver's license, reliable transportation, and the ability to travel frequently throughout the Portland metropolitan area.
    • Strong written and verbal communication skills.

    Preferred

    • Asset Management Specialist (AMS) or Certified Housing Asset Manager (CHAM) certification.
    • Certified Property Manager (CPM) designation.
    • Uniform Physical Condition Standards (UPCS) certification.
    • Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification.
    • Experience managing multiple concurrent capital improvement projects.
