NATURE OF WORK

Serving the public with professional and technical work in the Asset Seizure/Forfeiture Program by coordinating the proper disposition of assets and properties seized/forfeited, which are the proceeds of illegal activity or used to facilitate crime from individuals within the City of Rockford and in collecting, analyzing, and disseminating crime and law enforcement data for the City of Rockford Police Department.

DISTINGUISHING FEATURES

Work involves documenting and preparing reports based on information obtained from arrest reports for the purpose of successfully obtaining assets from individuals involved in illegal activity and also acquiring, analyzing, preparing and disseminating information relevant to actual and anticipated criminal activity. This position will have access to information that is extremely confidential in nature and will have involvement with the City of Rockford Legal Department and the Winnebago County State's Attorneys Office. This is a single position classification.

ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)

Conducts queries of the National Crime Information Center (NCIC) database to obtain information related to criminal history records, driver's licenses, vehicle registration, article files, and other crime-related information.

Presents regular updates of information to Narcotics Sergeant and Investigative Services Bureau (ISB) - Bureau Commander related to current status of asset seizure and forfeiture cases.

Trains officers regarding what is essential for successful asset seizure/forfeiture and provides officers with information regarding narcotic and asset seizure cases.

Coordinates the completion of reporting involving asset seizure cases with the Winnebago County State's Attorneys Office and Evidence & Property division of the City of Rockford.

Searches and retrieves information and crime data for analysis concerning crime trends, manpower allocation and distribution statistics. Explains the results of the research effectively in oral, written, and graphic form when required.

Tracks crime trends and patterns, gives direction to patrol and investigators via maps, spreadsheets, charts, and roll call information. Produces and provides association matrix, link charts and timelines for officers.

Assists in the preparation of search warrants, photo lineups, and media releases as needed.

Prepares monthly reports identifying narcotics activity, and asset seizure/forfeiture cases.

Maintains database of narcotic related information and a log of seized equipment including condition.

Works with the City of Rockford Legal Department and Winnebago County State's Attorneys Office to ensure the timely distribution of letters sent to landlords advising them of drug activity.

Reviews and verifies cash balance sheets generated by the Narcotic's Unit.

Maintains files in the Narcotic's Unit; organizes reports and provides copies to appropriate agencies.

Performs other duties as assigned or required.

Maintains reasonable and predictable attendance.

SUPERVISION RECEIVED

Works under the general supervision of the Assistant Deputy Chief of the Investigative Services Bureau and the direct supervision of the Sergeant - Rockford Narcotics. Work is reviewed by observation and annually for effectiveness of services provided, as well as overall satisfaction, and adherence to guidelines and requirements and overall results achieved.

Supervision is not a responsibility of this position.

WORKING CONDITIONS & PHYSICAL DEMANDS

Work activities are primarily sedentary in nature, sitting at a desk operating a personal computer, and include walking, standing, reaching, bending and lifting up to 25 pounds. Some travel may be required. Will carry a communication device such as a Pager/PDA/Phone in order to support the operation.

SUCCESS FACTORS (KSAs)

Knowledge of application-software, including LEADS, County Recorder, lien and various Title information, MS Office Suite or other word processing, spreadsheet and data base software standards that may be adopted by City departments.

Knowledge of the most basic principles of research methodology and statistical procedures.

Ability to learn specialized software including ArcView and LEADS. LEADS Full Access Certification will be required.

Ability to develop and analyze moderately complex asset seizure reports and recording documents.

Ability to review police reports to identify possible assets for seizure or forfeiture that qualify under state criminal statutes.

Ability to establish and maintain effective working relationships with associates, officials, and other Law Enforcement agencies.

Ability to communicate concisely and effectively both orally and in writing.

Ability to work flexible hours and overtime when required.

Ability to operate a motorized vehicle.

EDUCATION, TRAINING & EXPERIENCE

Possession of an Associate's Degree in management or criminal justice, with three years of experience in Law Enforcement preferred. Bachelor's Degree preferred. Any satisfactory equivalent combination of experience, education and training which ensures the ability to perform the work may be substituted.

NECESSARY SPECIAL REQUIREMENTS

LEADS Full Access Certification.

Must be able to withstand an extensive background investigation.

Possession of a valid Illinois driver's license.

Residency Requirement:

All employees (except Police and Fire) shall reside anywhere in Winnebago County or anywhere within fifteen (15) miles of the Rockford City Hall within six (6) months of completion of their introductory period, department heads and City Administrator shall live within the municipal boundaries of the City of Rockford within six (6) months of their completion of their introductory period.
