SALARY

The anticipated hiring range for the Assistant Analyst position is $82,206 - $102,758 annually, with a full salary range up to $123,310. The City typically makes offers within the hiring range, based on the candidate's experience and qualifications.

POSITION HIGHLIGHTS

DESCRIPTION

The City of Thousand Oaks has an excellent opportunity for an Assistant Analyst within the Finance Departments Purchasing Division. This position researches issues, analyzes information, evaluates business processes, and coordinates projects that improve purchasing practices, strengthen operational efficiency, and inform decision-making across the organization.

The Assistant Analyst works on a wide variety of assignments involving research, data analysis, project coordination, procurement activities, contract administration, reporting, and process improvement. This role requires the ability to quickly understand complex situations, determine priorities, organize information, and maintain momentum across multiple assignments while ensuring accuracy and attention to detail.

The successful candidate should have prior public purchasing experience or be willing to learn public procurement practices while applying strong analytical thinking, sound judgment, and exceptional organizational skills. The ideal candidate naturally identifies what needs to be done, anticipates issues before they become problems, develops practical solutions, and consistently keeps projects and operational activities moving forward.

PRIMARY RESPONSIBILITIES

  • Research operational, financial, and procurement-related issues and develop clear, well-supported recommendations
  • Analyze data, identify trends, evaluate outcomes, and prepare reports that support management decision making
  • Monitor procurement activities, contracts, projects, and operational priorities to ensure timely completion and accurate follow through
  • Prepare staff reports, presentations, correspondence, procedures, and other analytical materials
  • Evaluate business processes, identify operational inefficiencies, and recommend practical improvements that increase efficiency, consistency, and service levels
  • Support budget-related, administrative, and operational assignments by compiling data, maintaining records, and monitoring trends
  • Coordinate assigned projects by organizing information, tracking milestones, resolving issues, and maintaining accountability throughout the project lifecycle
  • Maintain contract records, tracking systems, documentation, and reporting tools that support Compliance and operational effectiveness
  • Research procurement regulations, industry best practices, and emerging trends to support continuous improvement
  • Collaborate with City departments, vendors, and stakeholders to resolve issues, exchange information, and advance Purchasing initiatives
  • Perform a variety of analytical, technical, and administrative assignments in support of division priorities

EDUCATION

A Bachelors Degree from an accredited college or university with major coursework in public administration, business administration, finance, economics, or a related field.

EXPERIENCE

Two years of responsible administrative, programmatic, or analytical support experience.

One year of experience in research, analysis, reporting, project coordination, or administrative support, preferably in a public sector or municipal environment.

A valid Class C California drivers license is required.
