General Description
Under the direction of the Building Official, the Assistant Building Official Director performs highly responsible administrative, supervisory, and technical work in the enforcement of applicable building, electrical, mechanical, plumbing, and related codes. This position assists in the planning, coordination, and oversight of division operations and serves as the Building Official in their absence.
Exercises independent judgment, leadership, and technical expertise in reviewing construction plans for compliance with state and local codes, conducting field inspections, issuing notices of violation, and ensuring timely corrective action. The position provides oversight of complex and large-scale construction projects and serves as a subject matter expert to chief inspectors and technical staff.
This role assists in directing and administering the City's building permit and inspection programs in accordance with the Florida Building Code and applicable regulations, ensures operational compliance, oversees complaint investigations, and prepares documentation for administrative and legal proceedings.
This position is designated as essential and participates in emergency management operations, including post-tropical cyclone damage assessments and disaster response activities. Work is performed in both office and field environments during normal business hours, with required availability for after-hours and weekend emergencies.
Essential Job Functions

Assists the Building Official in the administration and daily operations of the Building Division; assumes full responsibilities in their absence.
Plans, coordinates, and supervises plan review, permitting, and inspection activities across all applicable trade disciplines.
Enforces federal, state, and local laws, ordinances, and codes to ensure consistent regulatory compliance.
Reviews and evaluates complex construction plans, including multi-story and large-scale developments, for code compliance.
Oversees permit processing, issuance of Certificates of Completion/Occupancy, and enforcement actions, including notices of violation.
Monitors staff performance, workload distribution, and operational efficiency; provides coaching, evaluation, and development.
Investigates complaints and code violations; determines appropriate corrective actions and ensures resolution.
Provides technical guidance and consultation to inspectors, plan reviewers, contractors, engineers, architects, and developers.
Represents the Building Division at public meetings, hearings, and legal proceedings; prepares reports, documentation, and testimony as required.
Assists in the development, implementation, and revision of policies, procedures, and code amendments.
Coordinates activities with federal, state, and local regulatory agencies.
Participates in emergency management operations and disaster recovery efforts.
Utilizes and supports implementation of technology systems to enhance operational efficiency and service delivery.
Prepares reports, correspondence, performance metrics, and other administrative documentation.
Provides cross-functional support to other City Departments as needed.
Performs other related duties as assigned.
Minimum Qualifications
Knowledge, Skills and Abilities: Thorough knowledge of Florida Building Code and applicable federal, state, and local laws, regulations, and ordinances related to building construction and code enforcement. Knowledge of legal procedures related to code enforcement actions and prosecution of violations. Knowledge of principles and practices of public administration, program management, and personnel supervision, including employee selection, evaluation, training, development and discipline. Knowledge of principles and practices of organizational development, budget and fiscal administration and management. Knowledge of operations and functions of city government and interrelationships with other agencies. Knowledge of personal computers and common computer business software programs.
Ability to plan, direct and manage a comprehensive building inspection and code enforcement program. Ability to plan, manage, direct, supervise, evaluate, train and develop the work of subordinate professional, technical and clerical staff. Ability to analyze situations and problems accurately, identify alternative solutions, project consequences of proposed action and implement effective course of action in support of solution. Ability to read and interpret contract plans, specifications and documents; interpret accurately and make decisions in accordance with appropriate rules, laws, regulations and policies. Ability to direct the preparation of difficult, complex and specialized studies and surveys to evaluate the effectiveness and efficiency of the business unit and satisfaction level of its customers. Ability to formulate policies and procedures designed to provide effective and efficient public service levels. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with the general public, contractors, architects, engineers, city officials, property owners, developers, attorneys and others contacted in the course of performing assigned duties.
Education & Experience Requirements:Bachelor's degree in Business Administration, Public Administration, Construction Management, Engineering or closely related field; with a minimum of eight (8) years of progressively responsible experience architecture, engineering, plan review, building inspector, or general contracting; and a minimum of three (3) years of supervisory experience, to include one (1) year of experience supervising inspectors or plan reviewers. Experience must include a minimum of three (3) years of field experience as a building inspector in a governmental or consulting capacity and a minimum of two (2) years of professional plan review experience in one or more trade disciplines. A combination of education, training and or experience may be considered.
Certifications and Licenses: Must possess a current Building Inspector and/or Plans Examiner certification issued by the Florida Department of Business and Professional Regulation (DBPR). Must be eligible for approval by the Miami-Dade County Board of Rules and Appeals. Must possess a DBPR Building Code Administrator certification, Provisional Building Board Code Administrator certification, or obtain within twelve (12) months of hire, as a condition of continued employment. Must possess and maintain a valid Florida Driver's License and a satisfactory driving record throughout employment.

Work is performed in office and outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate instruments, computers, and various pieces of office equipment.

The employee is occasionally required to sit; climb or balance; stoop; kneel, crouch, or crawl; talk or hear; and smell.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
The noise level in the office environment is moderately quiet. Work is performed in an office setting within a controlled environment and occasionally in the field.
While performing the duties of this job, the employee may work in outside weather conditions. The employee may occasionally work near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.

Waiver of Coverage: Employees who decline City health insurance and provide proof of other coverage, along with a signed waiver, receive a medical stipend of $125.00 bi-weekly.
