POSITION SUMMARY:

This position is responsible for planning and managing the development of new/revised DOB classroom and field training programs for all new and incumbent Bus Operators and Dispatchers. Directs the training and evaluating of student Bus Operators to safely operate a wide variety of existing and new technology buses in passenger service. Plan, develop, implement and manage all DOB regulations mandated under NYS Motor Vehicle and Traffic Law, Section 19-A and the Federal Commercial Motor Vehicle Safety Act (CDL). Develop the policies/procedures necessary for ensuring NYCT's compliance with these regulations. Develop and manage the Performance Evaluation Program to evaluate and improve the safety of all B/O's. Develop and implement probationary review programs. Provide training to MTA Bridges & Tunnels.

RESPONSIBILITIES:

  • Direct the development and implementation of all DOB transportation classroom and field training programs delivered to all new hire/promotional employees, including compliance with Federal CDL requirements. Coordinate personnel & equipment with depot management. Manage the development and production of training needs assessments, training plans, curricula, training aids and research.
  • Manage the activities of all certified 19-A Examiners to maintain NYCT compliance with Federal and Stale Motor Vehicle Laws, without which, NYCT cannot operate buses in passenger service. Plan, develop, implement & manage
  • NYCT driver eligibility standards over & above current 19-A regulations. Direct all related statistical and record management functions.
  • Develop and manage the Performance Monitoring Program to evaluate and improve the service reliability of individual Bus Operators within DOB. Coordinate the delivery of undercover check rides, random observations, standardized evaluations and appropriate record retention. Ensure that the follow-up actions taken are appropriate to facilitate individual performance improvement.
  • Direct the development, production and delivery of incumbent training programs to hourly & supervisory employees located throughout the five boroughs. These programs are designed to enhance skill levels, remediate at-risk operators, maintain CDL & 19-A qualifications and ensure compliance with ADA regulations.
  • Direct the development, implementation and monitoring of probationary review programs to ensure only qualified employees remain employed passed probation.

EDUCATION AND EXPERIENCE:

  • Bachelor's Degree in Arts/Sciences (BA/BS) Transportation Management or an equivalent combination of education and experience may be considered in lieu of a degree.
  • Minimum 12 years of related experience.
  • Minimum 5 years Managerial/Supervisory Experience.

DESIRED SKILLS:

  • Knowledge of adult learning techniques and principles; needs analysis; accident analysis & investigation.
  • Extensive knowledge of NYCT/MaBSTOA Rules & Regulations, DOB operations, CDL requirements, NYS DMV 19-A laws and labor relations.
  • Excellent communication skills.
