Position OverviewCity of Oxnard's City Attorney's Office seeks an Assistant City Attorney with litigation and transactional experience, a background in municipal law, and a record of representing state or local government. The role focuses on California housing laws, tenant protection, and administrative hearings, working in partnership with the City Attorney.ResponsibilitiesRepresent the City in administrative hearings, superior court proceedings, writs, and trials.Provide legal advice and opinions to the Oxnard Housing Authority, Housing Department, and City Council; assist the City Manager on housing‑related matters.Lead implementation of the City's Tenant Protection Laws, including Rent Stabilization, Just‑Cause Eviction and Anti‑Harassment Ordinances.Advise department directors and staff; interface with the public, local organizations and advocacy groups representing property owners, landlords or tenants.Essential FunctionsWork closely with the Housing Department to advise on tenant protection laws.Confer with and render assistance to department managers in establishing policies, recommending changes to meet legal requirements.Prepare matters for administrative hearings and represent the City; handle related litigation.Draft ordinances, resolutions, contracts, deeds, leases, and other legal documents; review for legality.Conduct legal research and prepare opinions for City departments, Council, boards, commissions and committees.Attend meetings of boards, commissions and committees as required; render legal advice.Represent the City Attorney at meetings, functions and proceedings.Respond to citizen complaints and requests for information.Represent the City in community and professional meetings.Conduct and oversee investigations of ordinance violations, gather evidence, interview and coordinate with external agencies.QualificationsEducationJuris Doctor degree from an accredited law school.ExperienceEight (8) years of practice in municipal law with emphasis on state and local housing laws and civil or administrative litigation.Licensing and CertificationMembership in the State Bar of California.Additional certifications or licenses may be required depending on assignment; proof must be submitted when requested.Other RequirementsMust effectively communicate in English, orally and in writing.BenefitsCompetitive salary ranging from $198,059 to $257,477, negotiable based on experience.CalPERS Retirement membership: Classic 2% at 55, New 2% at 62; no Social Security participation.12 paid holidays per year.City contributes 4.5% of base salary to a 401(a) plan.City contributes 1% of base salary to a Retirement Health Savings Program.Leave accrual rates of 6.24–11.78 hours per pay period based on years of service.60 hours of administrative leave per fiscal year.City contributes $2,054.00 monthly toward medical insurance premiums; $500.00 monthly cash back for those who waive medical insurance; City contributes $66.79 monthly toward dental insurance.One‑time cash payments in lieu of cost‑of‑living adjustments (3% of base salary for first full pay periods in July 2026 and July 2027 after 12 months of service).Work ScheduleMonday‑Thursday, 8:00 a.m. – 6:00 p.m.; alternating Fridays, 8:00 a.m. – 5:00 p.m. Staff may be required to work outside standard hours for peak workloads; no hybrid or remote work.Other InformationRegular attendance, effective communication skills and the development of working relationships are required.Employees must participate in the City's direct deposit plan and are paid bi‑weekly.Position requires a 12‑month probationary period.Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers when assigned.Equal OpportunityCity of Oxnard is an Equal Opportunity Employer and welcomes applications from all qualified applicants.
