About this Position
The Assistant City Attorney (Utilities/Development Services) focuses on issues concerning public utilities and franchises. They also will also assist in litigated matters handled in-house (rather than by outside litigation counsel) and act as a backup for miscellaneous issues related to development services.
This position is expected start on or around July 6, 2026, subject to City Council approval of the FY2027 budget.
Qualifications
Juris Doctor degree
2 years of related experience and/or training
Or equivalent combination of education and experience
Licensed in good standing to practice law in Oklahoma
Licensed to practice law in the 10th Circuit Court of Appeals (preferred)
Eligible for admission to practice in federal court
Valid Oklahoma Drivers License and a driving record acceptable to the Citys insurance carrier
Responsibilities
Review and provide feedback on public infrastructure contracts and professional services contracts
Assist City departments in maintaining compliance with state and federal laws and regulations applicable to public utilities and development services
Advise on matters relating to public utilities, including but not limited to:
Public Competitive Bidding Act of 1974
Fair and Open Competition in Governmental Construction Act
Public Construction Management Act for Political Subdivisions
Edmond Municipal Code
Public right-of-way acquisition & encroachment
Non-City utilities working in the public right-of-way
Telecommunications licenses
Franchise agreements
Assist in litigated matters where the City is a party or non-party
Draft pleadings and other necessary documents
Attend court hearings
Review, draft, and update ordinances, resolutions, memoranda, and other documents
Provide legal advice on matters related to development services
