    Position Description

    About Harris County Flood Control District:

    The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

    What you will do at Harris County Flood Control District:

    The District is seeking candidates for the Assistant Commissioners Court Coordinator position, which will support the coordination and administration of Commissioners' Court agendas. This position plays a key role in ensuring information, records, and agenda materials are organized, accurate, accessible, and processed efficiently. Responsibilities include coordinating documents and deadlines, assisting with records retrieval and public information requests, and providing operational support to the Commissioners Court Coordinator and Public Information Officer as needed.

    Essential Functions and Duties:

    Commissioners Court Support:

    • Support the preparation of the Commissioners Court agenda and Request for Court Action (RCA) workflow process, including documenting court requests, retrieving historical records, and gathering supporting documentation for agenda preparation.

    • Maintain and organize approved agenda RCA's and record final agenda actions in internal District systems.

    • Support the Agenda Team when needed as backup and support with the agenda and RCA workflow processes.

    • Research, compile, and organize agenda information to assist in the preparation of Commissioners Court agenda briefings and facilitate discussion on agenda items.

    • Attend and handle RCA and CC Briefing meetings with Executive staff as needed.

    • Ability to coordinate with the Office of County Administration for agenda-related questions, clarification, and assistance as needed.

    • Ability to work with other personnel and assist with court-related questions or concerns as needed.

    • Crosstrain in Commissioners Court agenda and open records processes to provide backup coverage and ensure continuity of operations during periods of staff absence or increased workload.

    Open Records Management & Compliance:

    • Assist the Public Information Officer and Records Team by processing Public Information Act requests and related records management activities as needed.

    • Assist with records retrieval, document organization, and filing of responsive records.

    • Maintain records in the Harris County enterprise GovQA system and other applicable document management systems.

    • Assist with general administrative and records-related duties to support the Public Information and Records functions as needed.

    Additional Responsibilities and Support

    • Attend seminars, conference workshops, and other training programs.

    • Assume additional responsibilities as required, adapting to the Districts evolving demands, responsibilities, needs, and objectives.

    Requirements

    Education:

    • High school diploma or G.E.D. equivalent from an accredited educational institution

    Experience:

    • Experience preparing agenda packets, coordinating agenda submissions, and managing agenda-related documentation.

    Licensure:

    • Valid Class "C" Texas Driver's License

    Knowledge Skills, and Abilities:

    • Excellent organizational, analytical, and time-management skills.
    • Strong written and verbal communication skills with attention to detail.
    • Proficient in using databases, spreadsheets, and digital document management tools.
    • Skilled in handling sensitive information with a high degree of discretion.
    • Knowledge of the Texas Public Information Act and related compliance requirements.
    • Familiarity with legal and governmental documentation standards.
    • Ability to work independently and collaboratively across departments.

    • Minimum of five (5) years of progressive experience in records management, governmental operations, or a related administrative or legal field. (preferred)

    • Experience with enterprise records tracking databases or workflow automation tools (preferred)

    • Knowledge of Commissioners Court agenda, Request for Court Action (RCA) processes, and related documentation requirements (preferred)
